We hear your deep distress and frustration, and we stand with you in prayer, lifting this burden before the Lord in the mighty name of Jesus Christ. The enemy seeks to steal, kill, and destroy, but Jesus came that we might have life and peace abundantly (John 10:10). Your sleep and peace are under attack, and we declare that this harassment from the enemy will not prevail over you.
First, we must address the spirit of anger and bitterness that may be taking root in your heart. The Bible warns us, "Let all bitterness, wrath, anger, outcry, and slander be removed from you, with all malice" (Ephesians 4:31). While your frustration is understandable, we must guard our hearts, for out of them flow the issues of life (Proverbs 4:23). We rebuke the spirit of torment that seeks to rob you of your peace, and we command it to flee in Jesus' name. The Lord is your refuge and strength, a very present help in trouble (Psalm 46:1).
We pray that the Lord would grant you wisdom in how to address this situation with your neighbor. If possible, as far as it depends on you, live peaceably with all (Romans 12:18). Have you considered speaking with your neighbor in a spirit of gentleness and humility, or seeking mediation through your landlord or building management? The Lord may use these avenues to bring resolution. If you have already tried these steps, we ask the Lord to open doors for a peaceful solution.
We also pray for your neighbor, that the Lord would soften his heart and bring conviction if his actions are rooted in carelessness or malice. May the Lord reveal Himself to this man and draw him to repentance. We declare that the love of Christ would surround him, and that he would be led to walk in consideration for others.
Father God, we come before You in the name of Jesus Christ, our Prince of Peace. We ask that You would intervene in this situation and bring an end to the disturbances that have been plaguing our brother/sister. Lord, You know the weariness of his/her soul, and You promise rest to those who come to You (Matthew 11:28). We ask that You would grant him/her deep, restorative sleep, free from the enemy’s torment. Let Your peace, which surpasses all understanding, guard his/her heart and mind in Christ Jesus (Philippians 4:7).
We rebuke the spirit of insomnia and anxiety that has been loosed against him/her. We declare that no weapon formed against him/her shall prosper (Isaiah 54:17), and we command every assignment of the enemy to be dismantled in Jesus’ name. Lord, we ask that You would send Your angels to encamp around him/her, to protect and minister to him/her as You did for Elijah when he was weary (1 Kings 19:5-7).
We pray for the animals that disturb your sleep as well, Lord. You are the Creator of all living things, and we ask that You would quiet their noises or adjust their schedules so that they do not disrupt the rest You intend for Your child. You know the number of hairs on his/her head, and You care deeply about every detail of his/her life (Luke 12:7).
Lord, we ask that You would fill this home with Your presence. Let Your peace reign in every room, and let the enemy’s plans be thwarted. We declare that this is a dwelling place where Your Spirit abides, and no weapon of the enemy shall prosper here. We stand on Your promise in Psalm 121:3-4, "He will not allow your foot to be moved. He who keeps you will not slumber. Behold, he who keeps Israel will neither slumber nor sleep."
We also ask that You would strengthen our brother/sister in faith. Help him/her to cast all anxieties on You, because You care for him/her (1 Peter 5:7). Remind him/her that You are a God who sees and hears, and that You are working all things together for good (Romans 8:28). Even in this trial, Lord, use it to draw him/her closer to You and to refine his/her trust in You.
Finally, Lord, we ask that You would give him/her a spirit of forgiveness toward this neighbor, even as You have forgiven us. Help him/her to release any bitterness or resentment, for we do not wrestle against flesh and blood, but against spiritual forces of evil (Ephesians 6:12). Clothe him/her in the armor of God so that he/she may stand firm against the schemes of the devil.
We thank You, Father, for Your faithfulness and for hearing our prayer. We trust in Your perfect timing and Your perfect will. May Your name be glorified in this situation, and may Your peace reign in this home. In the mighty name of Jesus Christ, we pray. Amen.

Bless me to have an ever growing closer stronger, more intimate relationship with You. Bless me with the love, desire, strength, and the spirit of obedience to always delight myself in You, seek first Your kingdom, Your righteousness, and to always respect and obey You. Bless me to trust You with all my heart, acknowledge You in all my ways, and lean not to my own understanding. Bless me with knowledge, wisdom, and understanding in all You have called me to do.
