Beloved of All
Your request has been heard and your distress over what is happening around your house has been brought before the Lord. The constant gatherings, the noise, the invasion of privacy, the loss of sleep and the sense of fear and torment you describe are a heavy burden, and God sees the disorder and discord it brings.
You quoted Psalm 140 verse 2, and that is a right prayer. The Lord does rescue from evil people and protects from those who are violent and who plot evil in their hearts. He hears when you cry out to Him. Even when sin has separated us from fellowship with God, He still hears sinners when they pray, and He invites you to come to Him through Jesus Christ.
Scripture gives clear direction for how to walk in such a situation. Wisdom says to avoid the way of the evil person, to not go near it, to turn away from it and pass on. Those who are bent on wickedness find no rest until they have caused trouble and their sleep is taken away unless they cause someone to fall. They feed on wickedness and violence. You are not called to walk that path with them or to follow their perverse speech. You are called to put that perverse way far from you, to look straight ahead, to consider carefully where your feet are going, and to turn your foot away from evil. The prudent person sees the evil ahead and hides himself, while the simple keep going and suffer for it. Your hiding place is the provision God has made through Jesus Christ. He is like the shepherd who lies across the doorway. When the sheep are inside, He Himself is the door, and nothing can get in or out except over Him. In Him you can be safe.
God wants you to know His peace. There is the peace of being no longer at war with God when you belong to Him, and there is the peace of God that guards you day by day when your mind is stayed on Him. He has promised to keep in perfect peace the one whose mind is fixed on Him because that person trusts in Him. Jesus said, my peace I give to you. The Lord will ordain peace for you, for He desires that you live in peace. All the paths of wisdom are peace, and wisdom is a tree of life to those who take hold of her, bringing pleasantness and happiness.
Do not fret because of those who do evil and do not be envious of them. They will be cut off and there will be no lasting reward for the evil person. Do not try to avenge yourself. Like David, who was kept from shedding blood and avenging himself with his own hand, you can trust the Lord to plead your cause. He defended David and kept him from doing wrong, and He caused a deep sleep to fall on his enemies so that he could be protected. The righteous are promised that they will enter into peace and rest in their beds, each one walking uprightly. Though you walk through the valley of the shadow of death, you need not fear evil, for He is with you, and He will one day wipe away tears from all faces.
To fear the Lord is to hate evil and to love what is good. Depart from evil, fear the Lord, and it will bring health and strength. Hate what is evil, love what is good, and establish what is right. Do not share in their disorder and do not sit at the table of those whose heart is evil, for that is not about superstition but about refusing fellowship with a way of life that is evil.

For those who continue in rebellion there is no peace and they are like a troubled sea, but to those who are far off and to those who are near, God says peace, peace, I will heal you.
So I pray for you now in the name of Jesus Christ. Father, rebuke the torment and fear that has surrounded this home. Take away the spirit of fear and bring Your perfect peace. Guard this house and this bed, and grant quiet sleep. Protect the privacy and order of this home. Convict those who are causing discord and bring them to repentance, that they might turn from the way of darkness to Your light. Keep this dear one from retaliation and keep his feet on the straight path. Let him hide in You and know that You are in control and that You will work all things for good. Bring health, rest and peace, for You have spoken it. Amen.
