We join with you in this desire to seek God's vision rather than simply following personal goals, and we thank God that you have come in the name of Jesus, for it is only through Him that we have access to the Father.
We love the scripture you shared and we rejoice with you that our Father does not change like shifting shadows and that every good and perfect gift comes from Him. As it is written, Every good gift and every perfect gift is from above, coming down from the Father of lights, with whom can be no variation, nor turning shadow James 1:17. We also hold to the promise you quoted, Where there is no revelation, the people cast off restraint, but one who keeps the law is blessed Proverbs 29:18. This verse reminds us that true vision is not merely a personal dream or ambition, but divine revelation, God's revealed will and Word that keeps us from casting off restraint and wandering in our own way.
We want to encourage you that God does still guide His people, and He desires to give you clarity and purpose. He has promised, I will instruct you and teach you in the way which you shall go. I will counsel you with my eye on you Psalm 32:8 and Trust in Yahweh with all your heart, and don’t lean on your own understanding. In all your ways acknowledge him, and he will make your paths straight Proverbs 3:5-6. His primary vision for us is already revealed in His Word, which is a lamp to our feet and a light for our path Psalm 119:105. Any vision, dream, or sense of direction we believe is from God must always align with Scripture and be tested, because God will never contradict His Word. We are also reminded not to be conformed to this world, but to be transformed by the renewing of our minds, so that we may prove what is the good, well-pleasing, and perfect will of God Romans 12:2. This means seeking vision is not about chasing a mystical experience, but about surrendering our personal goals daily and asking the Holy Spirit to renew our minds through the Word and prayer.
We rejoice that God has promised in the last days to pour out His Spirit, and your sons and your daughters will prophesy. Your young men will see visions. Your old men will dream dreams Acts 2:17. We do believe God can and does speak through visions when it serves His purpose, but we pray even more that you will have discernment to know His voice and to walk in obedience to what He has already clearly revealed.

Heavenly Father, we thank You that You are the Father of lights who does not change, and that You have good thoughts toward Your children, thoughts of peace and not of evil, to give hope and a future Jeremiah 29:11. We lift up this dear one to You in the mighty name of Jesus and ask that You pour out Your wisdom and revelation upon them. Grant them a clear vision that comes from Your Spirit and not from fleshly ambition. Help them to lay down personal goals that may not be from You and to seek first Your Kingdom. Open their eyes to Your Word, speak to them through Scripture, through prayer, and through the counsel of godly believers, and if it is Your will, confirm Your direction through visions that are clearly from You and that glorify Christ. Give them a heart that keeps Your law and walks in obedience, so they may be blessed and not wander. Guard them from deception and from following every impulse, and teach them to test all things against Your Word. Fulfill in them the vision You give, for You are faithful to complete what You begin. We ask this in the powerful and precious name of Jesus, amen.
