Your story reflects a long season of fear and distress, and it is right to thank God that He preserved your life through that dangerous electrical problem and brought you safely out of that apartment. Only God fully knows what happened in that place, what was in each heart, and what was intended, and it is good that you are looking to Him to reveal the truth rather than trying to settle it in your own strength.
Scripture does promise that many are the afflictions of the righteous but the Lord delivers him out of them all, and that He keeps those who trust Him. Even when you walk through the valley of the shadow of death, you do not need to fear evil, for the Lord Himself is with you. His presence going with you is greater than any threat against you. His paths toward those who keep His covenant are mercy and truth, and you can rest in that character of God even when people around you are untruthful or cruel.
A deep theme through the Bible is truth. God loves truth, His word is truth, and He calls His children to walk in truth. You are asking rightly for truth to come to light, whether concerning who may have entered your former apartment, whether the electrical system was tampered with, and whether the accusations now being made against you are false. False witnesses who breathe out cruelty are not new to God. He sees them, and in His time He exposes what is hidden. At the same time He calls you to continue walking in truth, not sitting with those who practice deceit or joining the congregation of evildoers, but washing your hands in innocence and keeping your way clean before Him.
It is also painful when those who have harmed you show no remorse and refuse even to speak with you. You have asked for prayer that hardness would be broken and that hearts of stone would become hearts of flesh. That is the right prayer. It is natural to pray for mercy for ourselves and for judgment on those who have wronged us, but Jesus teaches us to pray for our enemies with the same mercy we want for ourselves. We set the measure by which we will be measured. So we ask God not only to protect and vindicate you, but to have mercy on the landlord and on this woman, to touch them by His Holy Spirit, to bring conviction where there has been lying or evasion, and to lead them to take responsibility and to submit to Him. If wrong was done, we pray they would repent. If accusations against you are false, we pray those who hear them would see clearly and not be misled.
Pray with David, for His name's sake pardon your own iniquity and keep your soul and deliver you. Let integrity and uprightness preserve you as you wait on Him. Do not take vengeance into your own hands or let bitterness take root. Commit the judgment to the Lord who judges righteously, and choose to wait on Him to redeem and to restore.

We ask You to keep Your hand of protection upon them now and to quiet fear with Your presence. Lord, You know the truth about every wire, every lock, every entry, and every word spoken in anger. Bring what is true into the light according to Your wisdom. Where there has been deception or negligence, bring conviction and a willingness to own what is true. Soften hard hearts, give hearts of flesh that can hear Your call, and lead to repentance. Guard this one from false accusation and from any further harm, and let grace, mercy and peace be with them in truth and love. Teach them to walk in Your truth, to not repay evil for evil, and to wait patiently for You to act. We trust Your mercy and Your justice, and we ask this for Your name's sake. Amen.
