Your burden for your mother is clear and painful, and it is right that you are taking her mistreatment so seriously. Scripture places great weight on honoring father and mother. That command is not only about words, it includes caring for parents and protecting them when they are vulnerable and older, as children were expected to nourish and provide for those who once provided for them. When that honor is replaced by cursing and contempt, God sees it as a grave evil. There is a generation described in Proverbs that curses its father and does not bless its mother, and wherever that rebellion and breaking of fellowship enters a home it brings deep heartache to the whole family. What you are describing, the yelling, the insults, the terrible things said when your mother wanted to share something as simple as your baby pictures, is that kind of dishonoring speech, and it is right to be concerned.
It is also understandable to feel helpless and even tortured yourself when you have already tried to get help through police, relatives, and other resources, and your mother refuses to leave. That refusal does not mean your love and efforts have failed, and it does not mean God is not hearing you. A mother's influence can be powerful for good, and a mother's vulnerability can also stir a fierce desire in her children to protect her, like the devotion Ruth showed to her mother in law when she refused to leave her and stayed to care for her. Your desire to see your mother safe and at rest is part of that God given honor.
In this place of exhaustion, you can come directly to Jesus. There is one mediator between God and man, the man Christ Jesus, and He has opened the way so you can come boldly to the throne of grace to make your requests known. You do not need to go through any other intercessor. When people once told Jesus that His mother and brothers were outside wanting to speak with Him, He stretched His hand toward His disciples and said that whoever does the will of His Father is His brother and sister and mother. He was showing that the family of God is formed by relationship with Him, and that each of us has direct access to Him. A desperate mother once came to Jesus for her afflicted daughter and would not go away until she received His help, and her faith triumphed. You can come in that same way, persistently and directly, and bring your mother, your brother, and your own weariness to Him.
Scripture also exhorts us to keep ourselves in the love of God. We cannot walk away from God and expect His protection while living apart from Him. Keeping close to Him in obedience, prayer, and trust is how we remain under the shelter He offers, like a mother hen who spreads her wings to cover her chicks when danger threatens. That picture is given to show the Lord's own protective care. Ask Him to cover your mother under His wings, to convict your brother of his dishonoring words and actions, to break the cycle of harassment and false accusation, and to give you wisdom for every phone call and interaction.
Practically, continue to honor your mother by staying in contact, documenting what happens, and keeping wise counsel and authorities informed even when she is not ready to leave. Refusal today does not have to be the final word, and persistent, calm love often keeps a door open for later help. Set clear and loving boundaries around the constant calls and accusations, including limiting when and how you answer, so you can continue your studies and prepare for work as God provides. Your effort to learn a trade and to live responsibly matters, and God sees the truth even when you are falsely accused of doing nothing or of stalking when you are the one being called.
We are praying with you that Jesus Christ will intervene in your family, that He will quiet the screaming and insults, that He will protect your mother in her home and give her willingness to accept safe help, that He will bring conviction and change to your brother, and that He will guard your own heart from bitterness and exhaustion. We pray that He will draw each of you to Himself, for salvation and peace come through Him alone, and that He will lead you all to walk in His will, where true family is found. He hears you when you call on Him directly, and He is able to do what no police report or charity or relative can do alone.
