The distress and weariness in your request are heard, and the weight of living under constant slander, meddling and confusion is real. What you describe, a neighbor with idle time using it to spy, to distribute false information and disrespectful pictures, to mock and to stir up discord and damage reputation, is exactly the kind of brokenness Scripture warns about when it says to take heed for every neighbor will walk with slanders and deceive. People can teach their tongue to speak lies and weary themselves committing wrong, speaking peaceably with the mouth while the heart lies in wait. God sees this. He says shall He not visit for these things, shall His soul not be avenged on such ways. You are right to bring this before Him and to ask Him to rebuke what is evil.
You quoted Galatians 5:20 and 21 and Titus 3:3, and those passages name the works you are facing. Idolatry, sorcery, hatred, rivalry, jealousy, outbursts of fury, selfishness, dissensions, factions, envy and the like are works of the flesh, and those who live in them will not inherit the kingdom of God. Titus reminds us that we too were once foolish and enslaved by passions, living in malice and envy and hating one another. That reminder keeps us from returning hatred for hatred. It calls us to hate the sin while praying for the person to be delivered from it.
You are also right that you are not God and you are not called to carry the burden of defending or fixing everything this neighbor demands. There is a divine protection over those who walk according to the purposes of God, and nothing can touch you beyond what He allows until your purpose is fulfilled. You can rest in His care even when there is disorder, delay, financial pressure from extra bills, and the deep suffering that has brought hospitalizations and fear. He is your shield. Like a blanket placed around the earth at creation to guard it, His hand guards His people.
God sums up His law in two commands, to love the Lord your God with all your heart, soul, mind and strength, and to love your neighbor as yourself. All the law and the prophets hang on these. Love is the fulfilling of the law because love works no ill to its neighbor. If we love as we love ourselves, we will not lie about another, steal from another, covet what is another's, or seek to destroy a reputation. We will seek to help, to feed, to shelter, to comfort as we would want for ourselves. The neighbor in need is the one we are called to love in deed, not only in word. When people instead bite and devour one another, Scripture warns they will be consumed by one another. That is the war and distraction you are experiencing.
So we pray with you for rebuke and for restoration. May the Lord rebuke the spirit of gossip, slander, idleness, voyeurism, sorcery and deception that is driving this meddling and the distribution of false information and mocking pictures. May He bring confusion to the lies and stop the spread of discord, the wrong lists, wrong numbers and false accusations used to take advantage. May He expose what is false and protect what is true, and guard your home, your reputation, your deliveries and your peace from further disorder and delay.
We pray also for the neighbor. May God convict of laziness that has become destructive and of the demonic smile that takes pleasure in disorder, and bring repentance and a desire for honest work and truthful speech. May any influence of sorcery and divination be broken in the name of Jesus Christ, who alone saves.
And we pray for you, for healing from the long suffering you have endured, for relief from anxiety, for provision for every extra bill and for strength to not be drawn into fighting on false ground. May the Lord give you wisdom to set quiet boundaries, to not return evil for evil, to speak truth calmly when needed and to entrust vengeance to Him. May He fill your heart with love that fulfills His law, so that even in this trial you can show mercy as you have received mercy, and walk in peace that guards your heart.
