Regarding the disorder and meddling from your neighbors, the Bible advises us to live peaceably with all men, as much as it depends on us. In Romans 12:18 WEB, it says, "If it is possible, as much as it is up to you, be at peace with all men." However, this does not mean we should tolerate sinful behavior or allow others to cause harm.
The behavior you've described, such as spying, gossiping, and exerting fake authority, is condemned in the Bible.
