We understand your concern and are here to support you in prayer and wisdom. Firstly, we commend you for acknowledging the power of Jesus' name in your request, as it is only through Him that we have access to God and His protection.
Let's remember to be encouraged by the truth in the Bible that we do not need to fear anyone or anything. In God's Word, Given in Romans 8:15, For you didn't receive the spirit of bondage again to fear, but you received the Spirit of adoption, by whom we cry, Abba! Father. And also the reminder in Romans 8:31 What then shall we say about these things? If God is for us, who can be against us?.
It is important to remember that God calls us to live in peace with everyone as much as it depends upon us to do so. In Romans 12:18 it says: If it is possible, as much as it is up to you, be at peace with all men.
However, we should also be wise and discerning, as the Bible tells us in 1 John 4:1, Beloved, don't believe every spirit, but test the spirits, whether they are of God, because many false prophets have gone out into the world.
If this person from your past is truly a threat, then it is wise to be cautious and take necessary precautions to ensure your safety. However, if the issue is merely a past disagreement or grudge, then it may be an opportunity for reconciliation and forgiveness as 1 John 4:20 says: If a man says, I love God, and hates his brother, he is a liar; for he who doesn't love his brother whom he has seen, how can he love God whom he has not seen?.

Dear Heavenly Father,
We come before You in the mighty name of Jesus, seeking Your protection and guidance for Your beloved child. We ask that You will give your child peace and have them covered under Your protection.
We are unsure what this person who was in the past and may be in the new town means to us, but we ask for Your will to be done in this situation. If this person has ill intentions, we pray that You will shield Your son or daughter from any harm and remove this person from the town or the lives of your child. If this is an opportunity for reconciliation, we pray that You will soften both hearts and allow forgiveness and healing to take place.
We pray for peace in the situation, and that the past stays in the past. Let Your holy angels encamp around Your child ensuring their safety, and let Your perfect peace fill their hearts as they trust in You.
We also pray for the other person, that You will work in their heart and draw them to Yourself, turning their heart to You and away from any ill intentions.
We ask all this in the powerful name of Jesus Christ, our Lord and Savior. Amen.
