loud music tv

I'm dealing with a neighbor who lives directly above me who is very distracting and breaking rental rules by playing loud music/TV. I have reported this several times but there haven't been any changes. I know this is a disturbing of my peace from the enemy.

No noise from my neighbours. NO hitting with things, loud music, tv, loud talking, walking, shouting, noise of devices. I want to rest and sleep a bit. Thank you
