We hear your heart and your desire to help a few people, and we join with you in wanting to be generous and to see needs met, and we appreciate that you have come in Jesus' holy name, for it is only through Him that we have access to the Father.
We want to gently correct and encourage you concerning the lottery and the way you are using Scripture. The desire to help others is good and reflects God's heart, but seeking wealth through the lottery is not the way God teaches us to provide or to help others. The lottery is a form of gambling, which is rooted in the desire to get wealth quickly without labor and by chance, and Scripture warns us against this. Proverbs 13:11 says Wealth gained dishonestly dwindles away, but he who gathers by labor will increase. Proverbs 28:20 says A faithful man will abound with blessings, but he who hurries to be rich will not go unpunished. And 1 Timothy 6:10 warns For the love of money is a root of all kinds of evil. Some who have been greedy for it have wandered from the faith, and have pierced themselves through with many sorrows. God calls us to be faithful stewards, to work diligently, and to give generously from what He has already entrusted to us, not to trust in chance.
We also need to address how you are claiming Habakkuk 2:2 and Habakkuk 2:3. That passage says Yahweh answered me, Write the vision, and make it plain on tablets, that he who runs may read it. For the vision is yet for the appointed time, and it hurries toward the end, and won’t prove false. Though it takes time, wait for it, because it will surely come. It won’t delay. In context, God was giving the prophet a vision of His judgment and His future deliverance and calling him to wait faithfully for God's appointed time, not a promise that we can claim a lottery win within three months if we speak the verses. We cannot use Scripture as a formula to demand that God fulfill our specific desire on our timetable. Instead we are called to submit our desires to His will and His timing. 1 John 5:14 says This is the boldness which we have toward him, that if we ask anything according to his will, he listens to us.
God does want to provide for our needs and to enable us to help others, but His promise is to supply what we need as we seek Him first and walk in His ways. Philippians 4:19 says My God will supply every need of yours according to his riches in glory in Christ Jesus. Matthew 6:33 says But seek first God’s Kingdom and his righteousness, and all these things will be given to you as well. Hebrews 13:5 says Be free from the love of money, content with such things as you have, for he has said, I will in no way leave you, neither will I in any way forsake you.
So we will pray with you not for a lottery win, but for God's provision, wisdom, contentment, and for a right understanding of His Word and His will.

We thank You for this heart that wants to help others, and we ask You to shape that good desire according to Your wisdom. Forgive us where we have sought provision in ways that do not honor You, and help us to trust not in chance or quick riches but in Your faithful hand. Teach us to understand Your Word rightly and to wait for Your appointed time with patience and faith. Provide for every need according to Your riches in glory, give wisdom to steward what has already been given, open doors for honest work and opportunity, and show how to be a blessing to others even with little. Guard this heart from greed and disappointment, and make it content in You while diligently seeking Your kingdom first. Lead away from gambling and toward faithful labor, generosity, and trust in You. We ask this in the holy and mighty name of Jesus, our only Savior and mediator, amen.

Your prayer has been heard and your desire to help others is a good and tender thing, and the Lord loves a cheerful giver. Yet I must speak to you faithfully concerning the way in which you seek help for them.
Remember that a man's contentment is in his mind, not in the extent of his possessions. Contentment is one of the flowers of heaven, and if we would have it, it must be cultivated. ###, with all the world at his feet, cries for another world to conquer, to show us that no sudden increase of wealth can give peace to the soul. To seek a lottery as the means of provision is to look for contentment where it cannot be found, and to put trust in chance rather than in the living God who gives all things richly to enjoy.

Scripture teaches us that nothing is our own, it is all our Master's. We are stewards, and it is required in stewards that a man be found faithful. This is the main point of our stewardship. Faithful stewardship is not found in seeking sudden riches, but in laboring for the good of all our brothers and sisters in Christ with what God has already placed in our hands. We can very much injure our stewardship by idling or trifling or growing careless, and by leaving our hearts out of our work. I beseech you, in your humble sphere, cultivate contentment. Be not idle. Seek, if you can, by superior skill, steady perseverance, and temperate thriftiness, to raise your position, and use what little or much you have for the Master's honor.
We shall soon give an account of our stewardship, and He will ask not how much we gained by chance, but how faithfully we used what He entrusted to us.
Therefore I cannot ask God to grant a winning lottery ticket, for that would be to ask Him to bless a cast of lots for gain. Instead I will pray that He will give you what is far better.
Let us pray together that the Lord would give you a contented heart in Christ, that He would provide for your needs according to His riches in glory, that He would grant you wisdom to be a faithful steward of all He has given you, and that He would open doors through honest labor and faithful service by which you may indeed help those you love. May He teach you to live by faith while the vision tarries, and to find your sufficiency not in abundance but in Him who said, I have learned, in whatsoever state I am, therewith to be content.
