Unpaid police penalty by the former landlord
We join you in bringing this matter before the Lord and we thank you for asking us to pray in Jesus' name, for it is through Him alone that we have access to the Father.
We understand your concern about this former landlord who has left a police penalty unpaid both here and abroad, and your desire is right that he would come to a place of remorse and take responsibility to resolve what is owed. Scripture is clear that God ordains governing authorities and calls us to honor them, and to pay what is due. Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. Romans 13:1 and Give therefore to everyone what you owe: taxes to whom taxes are due; customs to whom customs; respect to whom respect; honor to whom honor. Romans 13:7 To leave a penalty unpaid is to withhold what is owed, and The wicked borrow, and don’t pay back, but the righteous give generously. Psalm 37:21 We gently rebuke this neglect, for it dishonors God, disregards the law, and can bring further trouble upon the one who refuses to make things right.
At the same time we are called to pray for those who have wronged or burdened us and to desire their repentance rather than their punishment. We do not seek vengeance, for Vengeance belongs to me; I will repay, says the Lord. Romans 12:19 Instead we pray for his conscience to be awakened and for mercy to lead him to restitution. He who conceals his sins doesn’t prosper, but whoever confesses and forsakes them obtains mercy. Proverbs 28:13 Our hope is that he would confess, forsake this wrong, and obtain that mercy.

We join you in bringing this burden before the Lord, asking that He would work in the heart of your former landlord for his good and for the glory of God.
We pray that God, who delights in mercy and who pardons freely through the blood of His Son, would grant to this man not a mere carnal repentance that comes from fear of judgment or dread of penalty, but that holy, heavenly repentance which is worked in the renewed heart by the Holy Spirit. Judgment alone may produce a repentance that is of the flesh, but true repentance gives God glory, confesses that His justice is right even when it condemns us, and sees sin as exceedingly sinful and deserving of condemnation.
We ask that the Lord would grant him repentance unto life, that gift of God which is preached in the name of Jesus. Such repentance is inseparable from faith. It looks out of self to Christ and to Christ only, weeps and abhors past wrong because of the love of Christ which pardons, and then turns to avoid present sin because of love to Him who died. Where there is true repentance, there is the promise of full and free remission of sins through the finished work of Christ, where justice shines forth and mercy reigns through righteousness.
We pray also that this repentance would be practical and lasting, yielding works meet for repentance. For this man that would mean a willingness to own his responsibility before God and before man, to make restitution and to resolve what is overdue with the police, both here and abroad, submitting to the authorities as God commands and doing what is honest and right in the sight of all.
We do not ask that God would merely drive him by fear, as a fugitive is driven, but that the goodness of God would lead him to repentance, drawing him with cords of love to see the holiness and kindness of the God against whom all sin is committed, and so to feel a godly sorrow that needs not to be repented of.
We pray for you also, that you would know peace as you leave this matter in the hands of Him whose justice is unimpeachable and whose grace is greater than we have dreamed, trusting that He will do right and that He is able to work in every heart according to His perfect will.
We ask all this in the name of Jesus Christ, the only Saviour, through whom alone forgiveness and a new heart are given. Amen.
