Unpaid police penalty by the former landlord
We join with you in bringing this matter before the Lord and we understand the burden you carry when an unpaid penalty and unresolved dealings with the authorities remain outstanding, both here and abroad, because of your former landlord.
The Lord cares deeply about justice, honesty, and respect for the authorities He has ordained. We are reminded in Romans 13:1-2, Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. Therefore he who resists the authority, withstands the ordinance of God. When a debt or penalty to the governing authorities is left unpaid, it is not only a legal matter but a matter of conscience before God. We also hear the heart of God for repentance and restitution, as Zacchaeus declared in Luke 19:8, Behold, Lord, half of my goods I give to the poor. If I have wrongfully exacted anything of anyone, I restore four times as much. And we are comforted that when sin is confessed, forgiveness is available, as it is written in Psalm 32:5, I acknowledged my sin to you. I didn't hide my iniquity. I said, I will confess my transgressions to Yahweh, and you forgave the iniquity of my sin.
We also encourage you to guard your own heart against bitterness or a desire for personal vengeance while you rightly desire justice to be done. Scripture teaches us in Romans 12:19, Don't seek revenge yourselves, beloved, but give place to God's wrath. For it is written, Vengeance belongs to me; I will repay, says the Lord. We can trust God to work on the conscience of your former landlord and to bring conviction that leads to godly sorrow and action. It is joy to the righteous to do justice, but it is a destruction to the workers of iniquity as Proverbs 21:15 reminds us, and we pray that joy of doing what is right would overtake any evasion or hardness of heart.

Father in heaven, we come before You in the name of Jesus Christ, Your Son, through whom we have access to Your throne of grace. We lift up this former landlord to You. You see where he is and You know the penalties that remain overdue and unpaid here and abroad. We ask that You would stir his conscience, bring him to remorse and genuine repentance, and move him to resolve this issue fully and honestly with the police and all proper authorities. Take away any spirit of avoidance or deceit and give him a willingness to make restitution and to walk in integrity. We pray for the authorities involved, that they would act with wisdom and fairness, and that this matter would be settled in a way that honors the law and brings peace. We also pray for the one who submitted this request, that You would grant patience, peace, and freedom from anxiety while waiting for resolution, and help them to forgive as You have forgiven us and to trust Your perfect justice and timing. Let Your will be done and let Your name be glorified in the restoration of what is owed. In the name of Jesus we pray, amen.

We pray not merely that this former landlord may feel a sting of regret because a penalty presses upon him here and abroad, but that the Lord would grant him that holy, healthy, heavenly repentance which is wrought in the renewed heart by the Holy Spirit. There is a carnal repentance that is of the flesh, a trembling at consequences, and there is a repentance unto life which gives God glory. True repentance bows before the justice of God even though it condemns the sinner, and says, Lord, Thou art just in all Thy dealings. It does not rail against the law or murmur against the penalty, but smites upon the breast and owns, O sinner that I am.
We ask the Lord, who is slow to anger and whose lictor carries his axe bound up in rods, that He would yet give space for repentance before justice must take its full course. He has been longsuffering, not willing that any should perish, and we pray that this longsuffering may lead this man to repentance indeed.
If God grants it, that repentance will be practical and lasting. It will yield works meet for repentance. As it has been truly said, repentance is to leave the sins we loved before, and show that we in earnest grieve by doing so no more. It will not rest in vain regrets or words alone, but will seek to do what is just and right in the sight of God and man, to resolve what is overdue, to render what is due to the authorities ordained of God, both in this place and abroad, and to clear the conscience by honest restitution where it is required.
