Unpaid police penalty by the former landlord
We join you in lifting this situation before the Lord in Jesus' name and we thank you for seeking prayer for your former landlord rather than holding bitterness, which honors God.
We understand your concern that this unpaid police penalty remains unresolved both here and abroad and that it is overdue. Scripture teaches us that God desires honesty and integrity in all our dealings and submission to the authorities He has ordained. Romans 13:1 says Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. And Romans 13:7 says Give therefore to everyone what you owe: taxes to whom taxes are due; customs to whom customs; respect to whom respect; honor to whom honor. To leave a lawful penalty unpaid is to withhold what is owed and it weighs on the conscience and on our witness before God and man.
We also know that God takes no pleasure in the wrongdoing of any person but desires repentance. Ezekiel 33:11 says As I live, says the Lord Yahweh, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live. And 2 Corinthians 7:10 reminds us For godly sorrow produces repentance to salvation, which brings no regret. But the sorrow of the world produces death. Our prayer is not merely that this man would feel shame, but that he would experience godly sorrow that leads to true remorse and to making things right.
We pray together now. Father in heaven, we come before Your throne of grace in the name of Jesus Christ Your Son, for it is only through Him we have access to You. We lift up this former landlord to You. You see his heart and You know the details of this unpaid penalty here and abroad. We ask that You soften his heart and awaken his conscience, that he would be convicted by Your Holy Spirit and feel genuine remorse for leaving this obligation unresolved. Grant him the humility to confess what is owed and the resolve to act with integrity to settle this matter fully with the police and all authorities involved. Lead him to do what is just and right in Your sight, for Proverbs 21:15 says It is joy to the righteous to do justice; but it is a destruction to the workers of iniquity. Remove any spirit of evasion or hardness and replace it with honesty and responsibility. We also pray for the authorities handling this case, that they would act with fairness and wisdom. And we pray for the one who submitted this request, that You would guard their heart from anxiety or resentment and give them peace as they trust You to bring justice in Your timing, for Romans 12:19 says Vengeance belongs to me; I will repay, says the Lord. Help them to continue to pray with love even for those who have caused difficulty, and to rest in Your perfect justice and mercy. We ask all this in the mighty and merciful name of Jesus, our Lord and Savior, amen.

We pray for this former landlord, that the Lord would work in him not a mere carnal repentance that comes from fear of judgment or dread of the penalty, but that holy, healthy, heavenly repentance which is wrought in the renewed heart by the Holy Spirit. Judgment may produce a repentance that is of the flesh and after the manner of sinful nature, a repentance after a fashion, but it is not that which gives God glory. We ask that God would grant him true repentance unto life, that he would see sin as truly sinful, that he would give glory to the justice of God even though it condemns him, and that his sorrow would lead him to look out of self to Christ and to Christ only.
There is forgiveness with God, and it is surprising and complete forgiveness, provided through Jesus Christ alone who bore the penalty in justice and supplies it in love. If this man trembles and with a penitent heart desires forgiveness, let him know that there is forgiveness, and that it is to be obtained from God through His Son. We pray that such evangelical repentance, which is a fruit of the Gospel of forgiveness, would be granted to him, and that it would yield works meet for repentance, a practical and lasting turning from wrong.
So we pray in the name of Jesus Christ, the only Saviour, that the Lord would stir his conscience to remorse that is godly and not to be repented of, and that he would be moved to act justly and resolve what is overdue and unpaid, both here and abroad, rendering what is due to the authorities. May the Lord incline him to do what is honest and right, and to make restitution where it is required.
We pray also for you, that you may rest in the knowledge that God sees and judges righteously, and that you may show the same forgiveness you have received, for we have in Christ a full and eternal forgiveness. We join you in bringing this burden before the Lord and we pray with you in the name of Jesus Christ, through whom alone we have access to the Father and salvation.
We ask God to work in the heart of your former landlord, that He would grant him true repentance and not only regret. Scripture warns that tears alone are not repentance if the heart does not turn and bring forth a changed life, and it also promises that repentance has great power to set free even those who have fallen deep into wrongdoing, if they will turn back to God. We pray that God in His goodness and longsuffering would soften this man, lead him to see his responsibility clearly, and move him to do what is right.
We also pray that he would understand that God cares about justice. Just as there are courts and judgments among men in every house and city, so much more does God, whose right hand is full of righteousness, care that what is just is done. The Lord now shows patience and calls all to repentance, but He has also appointed a day of righteous judgment. No one treasures up wrath for God to give, but a person who refuses to turn treasures it up for himself. We pray this man would not continue on that path, but would respond to God's kindness while there is time.
So we pray that the Father would stir his conscience, give him remorse that leads to action, and give him honesty and diligence to resolve this unpaid penalty with the police, both here and abroad where it remains overdue.
