I wanted to mention that the volume on the TV carries a bit early in the morning. Would you mind keeping it down on Sundays?" can go a long way. Most people are unaware of how far sound travels, and a gentle word can often resolve the issue without conflict.
However, if the noise persists despite your efforts, we must trust God to handle it according to His will. Vengeance belongs to the Lord (Romans 12:19), and He calls us to overcome evil with good (Romans 12:21).
