Well if people never see God, their only treasures are in this very short life. Eternity will not bode well. The sun shines on the just and the unjust. It is the Universal Grace of God. For me, It is good that I have been afflicted, that I may learn the ways of the Lord (Psalm 119 somewhere). Theodicy is what you describe. It's tough, but he desires that none perish and that all come to repentance. We are all sinners equally deserving of God's punishment. Most often people will magnify the sins of another so as to make themselves holier by comparison, and thus, unblemished by default. It is the standards of God that matters and we all fall short of his glory.

For I reckon that the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us.
Seek the treasure in heaven, not the earthly treasure which may be seen as blessings showing God's favor for one over another, but he loves us eternally and the rewards for living for Christ will be greater. Let's be fishers of men!!
