Solution to night noise

Lord give me solution how to force my upstair neighbour to make night noise. And also the next door neighbours.
Your and my prayers are not working for years, so maybe there is some other concrete solution. The representative of tenants or any other institution, getting better my rights as a tenant, whatever. Lord help me...i get not enough sleep and sometimes i must pay for the cab because i could not sleep after he woke me up.
