Self harm and talk of suicide should always be taken seriously, and your sister in law will need both spiritual support and practical help from trusted, biblically grounded people around her, including counselors and pastors who can walk with her and help keep her daughter safe.
Scripture shows us how beautiful the bond between a mother and daughter can be. Ruth chose to stay with her mother in law and would not leave her, and later that mother in law sought rest and good for her daughter and cared for her faithfully. That kind of loyal, gentle love is God's design for family. When a child responds with cruelty instead, it wounds deeply, but God is able to restore and soften hearts. We can pray that this daughter's heart would be turned back toward her mother and that their relationship would be healed.
The Bible also warns that living immersed in a corrupt culture can cost a family dearly. Lot was able to survive there himself, but his family was deeply harmed by the values around them. In the same way, the voices your niece is hearing that tell her her worth is found in harming herself or in rejecting how God made her are not speaking truth. God claims those who belong to Him as His own sons and daughters. Our identity is not found in the world or in what the world affirms, but in being made by God, male and female by His design, and made new through faith in Jesus Christ. John writes to love not the world nor the things in the world, because the love of the world drives out the love of the Father. What this young woman needs most is not affirmation of confusion, but reconciliation with God through Jesus, who alone can give forgiveness, hope, and a true sense of who she is.
For your sister in law, God gave Jacob a simple promise when He called him back to his family, that He would be with him. That same promise is for her now. As she seeks to love her daughter with both truth and grace, God will be with her. Loving well does not mean celebrating what is harmful or untrue. It means speaking the truth in love, setting wise boundaries, staying present, and continually pointing to Christ while refusing to affirm ideas and behaviors that lead away from Him and toward destruction.

Father, we lift this mother and her daughter to You. You see this mother's sorrow and exhaustion, and You see this daughter's pain, confusion, and self harm. Lord, have mercy. Protect this young woman's life, break the power of the lies that surround her, and bring her into the light of Your truth. Help her to know that she is made by You, loved by You, and that true life and identity are found only in Jesus. Heal her mind and heart, take away thoughts of suicide, and give her a desire to live for You. Soften her heart toward her mother, take away cruelty, and restore honor and kindness between them. For this mother, grant wisdom, strength, and rest. Surround her with people who will support her, counsel her well, and help her walk this path faithfully without growing weary. Draw this whole family to Yourself, and let them know the deeper family bond that comes when we belong to Christ. We ask this in the name of Jesus, our Redeemer, amen.
