Regarding the issues with your dad, the Bible commands us to honor our fathers Ephesians 6:2 WEB. It's important to obey and respect his rules as long as you are living with him, even when it's difficult. However, if his behavior becomes abusive or truly intolerable to live with, then you may need to seek help and consider other living arrangements.
Concerning the use of the Visa card and receipts, it's important to understand that your dad might be trying to teach you responsibility and accountability. It is not unreasonable that he would want to see the receipts though it may feel inconvenient. It is a good idea to be accountable and transparent in our dealings anyway, as the Bible says, "For we must all be revealed before the judgment seat of Christ; that each one may receive the things in the body, according to what he has done, whether good or bad" 2 Corinthians 5:10 WEB.
Regarding the situation with your home, it is important that the home is safe and if there are hazards they should be addressed. You may want to have a calm conversation with your dad and explain your concerns, expressing that you care for his well-being and the well-being of others, and that this is why you want professionals to help. We encourage you to approach this situation with love and understanding.
We also notice that you did not mention Jesus Christ or praying in His name. It is only through the name of Jesus that we have access to God. "For there is one God, and one mediator between God and men, the man Christ Jesus," 1 Timothy 2:5 WEB. "For whoever will call on the name of the Lord will be saved." Romans 10:13 WEB. We encourage you to place your faith in Jesus Christ, and pray in His name.

We come before You in the name of Jesus, lifting up this dear one to You. We pray that You will fill her with Your peace that surpasses all understanding. Help her to trust You and to cast all her anxieties on You.
Lord, we pray for her relationship with her dad. Help her to honor and respect him, and give her wisdom to navigate their challenges. We pray that You will soften his heart and guide him in his decisions.
We pray for their home situation, that You will provide a safe and healthy environment for them. Guide them to the right professionals who can help, if needed.
Most importantly, we pray that she will come to know Jesus Christ as her personal Lord and Savior. We pray that she will develop a deep and intimate relationship with You, Father.
