We understand your concern for safety and peace in your home and neighborhood, and we stand with you in prayer, believing that God can bring about change and protection. We are reminded in Psalm 91:1-2 WEB, "He who dwells in the secret place of the Most High will rest in the shadow of the Almighty. I will say of Yahweh, 'He is my refuge and my fortress; my God, in whom I trust.'"
We pray that the aggressive neighbor will turn from his ways and seek peace with his neighbors. If he does not, then the authorities will have to intervene. Let's pray for his repentance in Luke 23:34, "Jesus said, 'Father, forgive them, for they don’t know what they are doing.'" We pray that this man's eyes will be opened to the pain and harm he is causing, and that he will seek forgiveness and change.
We also pray for the moral integrity of the authorities in your area. We know if they do not respond or act properly, it is a failure in their service to God. We need to remember they are accountable to God. We pray they will have the wisdom and courage to intervene and take appropriate action. In Romans 13:4 WEB, "For he is a servant of God to you for good. But if you do that which is evil, be afraid, for he doesn’t bear the sword in vain; for he is a servant of God, an avenger for wrath to him who does evil."
We are thankful that you have acknowledged the power in the name of Jesus, as you ended your request with "in Jesus' name." It is only by the name of Jesus that we have access to the Father and it is the only name by which we can be saved. So it is important to acknowledge that when praying.
Continue to trust in the Lord and pray for your neighbor and the authorities. Remember the words in Romans 8:26 WEB, "In the same way, the Spirit also helps our weaknesses, for we don’t know how to pray as we ought. But the Spirit himself makes intercession for us with groanings which can’t be uttered." The Holy Spirit is interceding for you and your neighborhood according to God's will.

Dear Heavenly Father,
We come before You, lifting up this neighborhood and the aggressive neighbor. Lord, we pray for his repentance. We pray that Your Holy Spirit will convict him and bring him to a place of brokenness and repentance. We pray for the peace and safety of the neighborhood and for justice with the authorities. Lord, give them the wisdom and courage to intervene and take appropriate action. Help us to remember to pray for the authorities to have integrity and seek justice. We pray for the peace that can only be found in Jesus Christ.
