We are blessed that you have shared Psalm 9:9 with us, for it declares a beautiful and unchanging truth about our God, Yahweh will also be a high tower for the oppressed, a high tower in times of trouble. We hold fast to this promise together with you, that the Lord does not overlook those who are pressed down, burdened, or afflicted, but He Himself becomes our place of safety.
We understand what it is to feel oppressed or to walk through a time of trouble, when the heart is heavy and there seems to be no way forward. Scripture reminds us that God is our refuge and strength, a very present help in trouble, Psalm 46:1, and Nahum 1:7 tells us Yahweh is good, a stronghold in the day of trouble, and he knows those who take refuge in him. He is not distant from our pain. He knows those who run to Him, He shelters them, and He sustains them. Jesus Himself said in this world you have trouble, but cheer up, I have overcome the world, John 16:33, so we can take courage not in our own strength but in His victory.
We also want to gently share with you that we have access to this refuge only through Jesus Christ. It is by His name that we can come boldly before the Father and find mercy and grace. Jesus said I am the way, the truth, and the life. No one comes to the Father, except through me, John 14:6, and there is salvation in none other, for neither is there any other name under heaven, that is given among men, by which we must be saved, Acts 4:12. If you have not yet placed your trust in Him, we encourage you to confess with your mouth that Jesus is Lord and believe in your heart that God raised Him from the dead, for with the heart one believes resulting in righteousness, and with the mouth confession is made resulting in salvation, Romans 10:9-10, and whoever will call on the name of the Lord will be saved, Romans 10:13.
We join our faith with yours now and pray together.
Father, in the name of Jesus Christ we come before Your throne of grace and thank You that You are a high tower for the oppressed and a stronghold in times of trouble. We thank You that You see every burden, every fear, and every tear, and that You are a very present help. We ask that You reveal Yourself as refuge to the one who shared this verse and to all who are reading it in a time of need. Surround them with Your peace that passes all understanding, strengthen their heart, and remind them that You know those who take refuge in You. Help them to cast all their worries on You because You care for them, 1 Peter 5:7, and to trust not in their own understanding but in Your unfailing love. Draw them closer to Jesus, that they may abide in Him and find rest for their souls. We pray that any oppression, anxiety, or trouble would be lifted by Your mighty hand, and that You would lead them into hope and deliverance according to Your perfect will. We ask all this in the precious and powerful name of Jesus Christ, our refuge and our redeemer, Amen.
We encourage you to continue to dwell in His Word, to pour out your heart to Him in prayer, and to remember that He is your stronghold not only for a moment but for every day. Do not be afraid, for I am with you, do not be dismayed, for I am your God, I will strengthen you, yes, I will help you, yes, I will uphold you with the right hand of my righteousness, Isaiah 41:10. Keep seeking Him, keep calling on the name of Jesus, and He will be your shelter.

There is a precious and abiding truth in the verse you have brought before us, for the Lord is indeed a refuge for the oppressed, a stronghold in times of trouble.
He is not a temporary camp put up for a night, but a fortress, a castle, a tower of defense intended to stand from generation to generation. He abides forever the same, always a sure refuge for the needy. In the day of trouble He guarantees safety to His people, so that they dwell surrounded as with impregnable bulwarks, giving safety and perfect peace. The foe may come tearing up the hill, ready to devour, but this stronghold defies the enemy. Even when you are not able to perceive it by experience, His character is the refuge of the saint, and at the bottom of all things the security of the believer lies in the character of God Himself.
Under the law there were six cities of refuge, that one might be at a convenient distance from any part of the country, and wherever there were byroads and turns there were legible signposts with the word Refuge plainly visible, pointing out the way in which the man should flee. There are not six Christs, there is but one, yet there is a Christ everywhere, the divinely appointed way of salvation. Divine appointment was the only thing which made the city of refuge secure, and our Lord Jesus Christ is the divinely appointed refuge who preserves all those who flee to Him for mercy. The fight is the flight of fear, but the refuge is the refuge of faith, and we would have ever on our lips the cry, Refuge, pointing you to Him. Sinner, this is the way, walk therein and you shall be saved.
Therefore hear the sweet call of God in troublous times, Come, My people. It is well to draw near to God before and in times of trouble. Enter your chambers, and one of those chambers is the storeroom of Divine Power, where you may consider what God has done for His people in times past, how He has rescued them and shown the splendor of His power in ages long since gone. You may not perceive any immediate benefit resulting from your present trouble, and as men the people of God share the common lot of men, which is trouble, with some extra griefs because they are believers. Yet be thankful, for this trouble will soon be over, and we shall be in the land where these things will be spoken of with great joy. He has prepared a table before you in the presence of your enemies.
May the Lord enable you to fly with eagerness into your God until you feel safe within Him, and to leave the care and burden of all this trial with Him. May He revive you when you walk in the midst of trouble and give you new life, for though the Lord is high, He has respect unto the lowly. We pray that you will flee afresh to Christ, the one true City of Refuge, and find in Him pardon through His blood alone, for there is salvation in no other, and in Him a stronghold that shall never fail you.
