God sees dishonesty and fraud. Scripture is clear that He hates lying lips and unjust gain, and that He is the righteous Judge who will bring every deed into judgment. At the same time Scripture teaches that vengeance belongs to the Lord, not to us. We are not called to ask God to cut off hands or tongues, to paralyze, to destroy a house, to take away a job forever, or to spoil the education of children. Children are not to be punished for the sins of their parents, and we are taught by Jesus to love our enemies and to pray for those who mistreat us, not to curse them. Our prayer for those who have done wrong should be that God would bring them to see their sin, to repent and turn to Him, and to make restitution where they can, not that they would be destroyed.
You have asked why God seems slow to act and why the wicked are not struck down immediately. The Bible teaches that God is patient, not wanting anyone to perish but wanting all to come to repentance. Having faith does not mean we will never face sickness, loss, or injustice, and the trial of our faith is often its proving. That proving is not for God to discover what is in us, for He already knows, but for us to see whether our trust is genuine and to let it grow stronger as we learn His faithfulness over time.
This is why honesty still matters, even when the dishonest seem to gain. We do not live honestly in order to force God to pay us back. God will be debtor to no one. We live honestly because we trust Him and want our lives to conform to what we believe. That kind of faith, even when tested by long waiting and by the prosperity of those who do wrong, is precious to God.
For your own situation, I encourage you to keep bringing your needs to God, but to shape your prayers according to His will. Instead of asking for lifelong suffering or destruction upon others, ask that God would work in their hearts to convict them of lying and cheating, to lead them to repentance and to the return of what is owed, with fair interest, if it is possible. Ask Him for wisdom for any authorities or counselors who may help you, for provision and counsel regarding the loan, for peace and unity in your family, and for strength to make clear minded decisions and not rash ones under pressure.

I also pray that He would in time enable you to help others who are poor or in need of education and employment, as you have desired, as He provides.
