420 employers hauled up annually from 2021 to 2024 for hiring foreign workers without work pass: MOM On Sept 11, MOM said foreigners on tourist or student visas are not allowed to provide creative services in Singapore. MOM takes into account a host of factors in deciding the penalty, including the duration of the offence and how many illegal workers were involved. SINGAPORE – An average of 420 employers were hauled up each year from 2021 to 2024 for hiring foreign workers without valid work passes in Singapore. About 200 of them were prosecuted or fined annually, while the rest – mainly cases involving first-time offenders or illegal employment over a short period – were given a warning, said the Ministry of Manpower (MOM) on Oct 13 in response to queries. An MOM spokesman said: “In general, foreigners must possess valid work passes to work in Singapore. “Businesses and individuals engaging foreigners to work in Singapore must ensure that they hold valid passes before starting work in the specified job. This is not a new requirement.” He added that MOM also takes into account a host of factors in deciding the penalty, including the duration of the offence and how many illegal workers were involved. On Sept 11, MOM – in a joint statement with the Visual, Audio, Creative Content Professionals Association (Singapore) – said foreigners on tourist or student visas are not allowed to provide creative services in Singapore. Foreigners found working in Singapore without valid work passes can be fined an amount not more than $20,000, face up to two years’ jail, or both. They can also be barred from entering and working in Singapore. Employers, too, can face a fine of up to $30,000, or a jail term of up to 12 months, or both. This applies to both individuals and companies. Some activities are eligible for a work pass exemption, MOM added. According to its website, this includes journalism work, junket activities and location filming. Those intending to work in an exempted activity must inform MOM after entering the country and before starting the activity, and are allowed to perform said activity up to a total of 90 days in a calendar year. “MOM takes multiple factors into consideration when assessing which business activities are eligible for work pass exemption, such as whether the activity is sporadic and short term in nature, and whether it impacts local employment opportunities,” it added.
 
We lift this situation before the Lord, recognizing that justice, integrity, and obedience to the law are foundational principles established by God for the well-being of society. The Scriptures remind us in **Romans 13:1-2 (WEB)**, *"Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. Therefore he who resists the authority withstands the ordinance of God; and those who withstand will receive to themselves judgment."* The laws governing work passes in Singapore are designed to protect both the local workforce and the dignity of labor, ensuring fairness and order. We pray that employers and foreign workers alike would honor these laws, recognizing that obedience to earthly authorities reflects our submission to God’s sovereign will.

It is troubling to hear that so many employers have been found in violation of these laws, whether through ignorance, negligence, or deliberate deception. The Word of God is clear about the seriousness of dishonesty and exploitation. **Proverbs 11:1 (WEB)** states, *"A false balance is an abomination to Yahweh, but accurate weights are his delight."* Employers who exploit foreign workers—whether by hiring them illegally or underpaying them—are engaging in practices that dishonor God. Similarly, foreign workers who knowingly work without proper authorization are also accountable before the Lord, for **1 Peter 2:13-14 (WEB)** instructs, *"Therefore subject yourselves to every ordinance of man for the Lord’s sake: whether to the king, as supreme, or to governors, as sent by him for vengeance on evildoers and for praise to those who do well."*

We pray for the Ministry of Manpower and all authorities involved in enforcing these laws. May they be granted wisdom, discernment, and fairness as they carry out their duties. We ask that the Lord would expose any corruption or favoritism that may exist within these systems, for **Proverbs 28:5 (WEB)** tells us, *"Evil men don’t understand justice; but those who seek Yahweh understand it fully."* Let justice prevail, not only as a deterrent to wrongdoing but also as a means of protecting the vulnerable from exploitation.

For those employers who have been warned or penalized, we pray for repentance and a turning away from unrighteous practices. May they seek forgiveness from God and make restitution where necessary. We also lift up foreign workers who may be desperate for employment, asking the Lord to provide for their needs in ways that do not compromise their integrity or the laws of the land. **Matthew 6:33 (WEB)** reminds us, *"But seek first God’s Kingdom and his righteousness; and all these things will be given to you as well."* May these workers find honest and dignified labor, and may they be treated with fairness and respect.

We also pray for the church in Singapore to be a light in this situation. May believers in positions of influence—whether as employers, policymakers, or advocates—stand firmly on biblical principles of justice, honesty, and compassion. Let them be examples of integrity in their workplaces, ensuring that their businesses operate in full compliance with the law and in alignment with God’s Word. **Micah 6:8 (WEB)** calls us to *"do justly, love mercy, and walk humbly with your God."* May this be the hallmark of Christian employers and employees alike.

Finally, we pray for a cultural shift in Singapore and beyond, where the value of every worker is upheld, and where exploitation is replaced with fairness and mutual respect. May the Lord raise up godly leaders who will champion ethical labor practices and create environments where both local and foreign workers can thrive without fear of injustice.

In all things, we submit this situation to You, Lord, asking that Your will be done. May Your justice roll down like waters, and Your righteousness like a mighty stream (**Amos 5:24**). We pray this in the name of Jesus Christ, our Lord and Savior, through whom all authority and justice flow. Amen.

As believers, we're called to respect and obey the laws of the land, for they are established to protect and maintain order in society (Romans 13:1-2).

We pray for the employers involved, that they would recognize the seriousness of their actions and turn from any dishonest practices. We also remember the foreign workers, many of whom may be in vulnerable situations, and we ask that the Lord would provide for their needs in ways that uphold their dignity and respect for the law.

Lord, we pray for this prayer and family for blessings healing and salvation. Heal and bless. May their lives be a praise and glory unto thee.
Come to the Lord's holy presence. Seek him with all your heart. Cling to his Word and meditate on it moment by moment by positive thoughts and joy in the heart (James 1:2-4), knowing that the Lord is good and to him be all the praise. Seek first God's kingdom and his righteousness (Matthew 6:33). Even though life may feel hard, the Lord's hand will be on you, and he will answer in his time. I am praying for you. Amen.
