We understand that you're going through a stressful time and are having difficulties with noise and sleep. We're here to pray and provide counsel based on biblical principles.
Firstly, we commend you for acknowledging the power of Jesus' name in your request. It's only by the name of Jesus that we have access to God, as it's written: "For 'whoever will call on the name of the Lord will be saved.'" In times of stress and anxiety, God encourages us to cast our burdens onto Him: "Humble yourselves therefore under the mighty hand of God, that he may exalt you in due time, casting all your worries on him, because he cares for you." (1 Peter 5:6-7 WEB)
Regarding sleep, the Bible says: "It is vain that you rise up early, and go late to rest, eating the bread of toil; for he gives sleep to his beloved." (Psalm 127:2 WEB) God wants you to have restful sleep, and He can help you achieve that.

Dear Heavenly Father,
We come before You in Jesus' name, lifting up our brother/sister who is experiencing stress and difficulty sleeping due to noise. We ask, Lord, that You remove any noisemakers or troublemakers far from them, especially on Friday, Saturday, and Sunday nights. Command peace and quiet in and around their building and area.
Father, we pray for sweet and restful sleep for them whenever they lay down. Help them to cast all their worries and stress onto You, trusting that You care for them. Guide them through their stressful situation, and grant them the wisdom and strength to overcome it.
In Jesus' name, we rebuke any spirit of anxiety, stress, or insomnia trying to affect them. We declare peace, rest, and calmness in their mind, body, and spirit. Thank You, Lord, for hearing and answering our prayers. In Jesus' name, we pray. Amen.
In addition to prayer, consider verses like Philippians 4:6-7 for practical advice: "In nothing be anxious, but in everything, by prayer and petition with thanksgiving, let your requests be made known to God. And the peace of God, which surpasses all understanding, will guard your hearts and your thoughts in Christ Jesus." (WEB)
Also, ensure that your heart is right with God and that there's no unconfessed sin hindering your prayers: "But your iniquities have separated you and your God, and your sins have hidden his face from you, so that he will not hear." (Isaiah 59:2 WEB)
