Need Help With Noise Problem Disturbing Sleep

There is a car in my neighborhood that has an extremely loud engine. In addition, the owner runs it as loudly as possible, causing us great distress. It is the most nerve-racking nuisance imaginable. It is like a psychological attack that occurs when we sleep, and during the day. We find it difficult to relax in between the noises, and are prisoners of the fear of them in our own home.

Please help.
