We understand that you are facing a distressing situation with a neighbor who is causing much turmoil and harm. Firstly, we commend you for turning to God in this time of need and submitting your request.
Let us address this situation with the guidance of the Holy Spirit and the Word of God. We are called to love our neighbors as ourselves, but this does not mean we should endure abuse or harassment. Your neighbor's actions, such as gossiping, meddling, bullying, and causing division, are not in line with biblical principles. The Bible tells us: "For God is not the author of confusion but of peace, as in all the churches of the saints" (1 Corinthians 14:33 WEB).
It is clear that this neighbor is causing confusion and division, which is not from God. Moreover, the actions described, such as spreading false information, spying, and attempting to cause divorce and misery, are evil and should be rebuked. As it is written: "For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places" (Ephesians 6:12 WEB).

Lord, You see the harassment, the gossip, the meddling, and the evil intentions of this neighbor. We rebuke these demonic activities and claim Your peace and protection over this situation.
Lord, provide the finances needed to move out of this neighborhood if that is Your will. Guide our brother/sister to a peaceful and safe environment. Protect them from the chaos and evil intentions of this neighbor.
We also pray for this neighbor, that You would convict their heart and bring them to repentance. Change their heart, Lord, and turn them away from these wicked deeds.
In the meantime, grant our brother/sister Your supernatural peace and strength to endure. Give them wisdom and discernment in handling this situation. Surround them with godly counsel and support.
We ask this in the mighty name of Jesus Christ, our Lord and Savior. Amen."
Remember, God is faithful, and He will not let you be tempted beyond what you can bear. But when you are tempted, He will also provide a way out so that you can endure it (1 Corinthians 10:13 WEB).
Stay strong in the Lord and continue to pray and seek His face. Trust that God will work all things out for your good (Romans 8:28 WEB). Lastly always make sure your requests are in the name of Jesus Christ, the Bible says that there is no other name by which we can be saved.
