I'm reading Isaiah 13, and I'm really having a hard time understanding. I've heard over, and over, that God doesn't cause evil to happen, But doesn't this say otherwise?

I've also heard that the US is Babylon, and if that's true, how could God do this?!

Please pray that God help me through this, and stop me from doubting Him.
