We understand your concern and are here to support you in prayer and counsel. Firstly, we commend your desire to have your granddaughter baptized, as it reflects your faith and hope in Jesus Christ. However, we must clarify that baptism is an outward expression of an inward change that has occurred when a person repents of their sins, turns to Jesus Christ, and is born again spiritually by the power of God. If the person is an infant or child, the parents or guardians should ensure that the child is raised to know and understand the gospel. The Bible is clear that our battle is not against flesh and blood, but against the rulers, against the authorities, against the world rulers of this darkness, against the spiritual forces of wickedness in the heavenly places, according to Ephesians 6:12 (WEB).
It is important to remember that our struggle is not against the office staff, but against any spiritual influences that may be hindering this process. We pray that God's will be done in this situation, and that any obstacles would be removed in Jesus' name.

Dear Heavenly Father,
We come before You in the name of Jesus Christ, lifting up this concerned grandparent and their granddaughter. Lord, we pray that Your will be done in this situation, and that any hindrances or spiritual influences that are not from You would be removed. We pray for the office staff, that their hearts would be open to Your will and that they would be cooperative in this process. We also pray for the granddaughter, that she would grow to know You personally and accept Jesus Christ as her Lord and Savior at a young age. We ask this in Jesus' name, Amen.
We encourage you to continue praying fervently for this situation as in James 5:16 (WEB) which states, "...The effective, fervent prayer of a righteous person is powerfully effective." Also, be sure to share the gospel with your granddaughter and teach her about Jesus Christ, as it is only through Him that we have access to God and are saved according to Acts 4:12 (WEB), "There is salvation in no one else, for there is no other name under heaven that is given among men, by which we must be saved!"
Lastly, we gently remind you that our struggle is not against flesh and blood, so let us be cautious not to battle the office staff, but rather pray that God's will would be done and that any spiritual influences would be removed as in 2 Corinthians 10:4 (WEB), "...the weapons of our warfare are not of the flesh, but mighty before God to the throwing down of strongholds."
