You have brought a tangled and heavy matter, and the spiritual issue at the center is unbelief. Before anything else, that is where prayer must go. Prayer is not a way to force an outcome, and it is not a way of informing God about something he does not already know. Prayer opens the door for God to act without overriding the will he has given us. That is why we are told to keep praying and to watch with thanksgiving. The persistence is not to wear God down. It keeps your own heart in the place where you can receive what he is already willing to do.

You mentioned people who seem unable to answer for themselves. Pray for their protection and for the truth to be made plain. But the deeper question is the person who does not believe. If that person remains in unbelief, no human penalty will fix the real problem. The Scriptures warn that unbelief can let a person see what God has provided and still never taste it. In the account of the famine, one man saw the food and was trampled at the gate. He saw it but did not eat it. That is what unbelief does. Pray that the one at the center would not merely see God's work from a distance but would receive it.

Your prayer may rightly differ from a customary reaction because the aim is not payback. God is just, and there is a place for consequences. But when I come before God, I do not ask for strict justice for myself. Justice is getting what I deserve. Mercy is not getting what I deserve. My own prayer must be for mercy. And for those caught in wrong, the first and greatest need is that they would cry out, God be merciful to me, a sinner. That is the one prayer God wants to hear from someone who is not yet his child. If the owner of this matter does not believe, ask the Lord to break that unbelief, not merely to bring a penalty.

Then ask God to work out his complete perfect will in this situation. If that requires exposure or correction, leave it in his hands. If it requires mercy and conversion, ask for that with joy. The effectual, fervent prayer of a righteous person accomplishes much. Not polished words, but prayer from the heart, rising out of real need. Agree with others in prayer where you can. Let the burden drive you to your knees, not to bitterness.

Do not carry the outcome alone. Keep praying and keep watching with thanksgiving. The invitation to ask was given so that your joy may be full, and that fullness comes from fellowship with God, not from seeing every opponent fall. If you will make this request God's will rather than your own, you can pray with confidence and then rest in him.
