I THINK IT IS BECAUSE GOD IS GOD, AND WE ARE NOT GOD. I ALSO THINK THAT THE PEOPLE WHO REFUSE TO FORGIVE DON'T REALLY UNDERSTAND THAT THEY NEED THE HELP OF THE HOLY SPIRIT IN ORDER TO TRULY FORGIVE. HOPE THIS HELPS.
