I think we have to remember that in a democracy, such as the U.S.A., The People choose the President. It is "government by the people." It is historical fact that at one time over 70% of Americans not only attended church, but also mid-week services, around 1930. Last I saw that figure was down to around 3%. We are a post-Christian nation. We can't expect a Godly leader from an ungodly nation. Jesus said, " A bad tree cannot produce good fruit."
When the Israelites asked Samuel for a King, God said they were rejecting Him, not Samuel (1 Sam 8:7). He called for a witness from the heavens that what they had asked was evil (Thunder and Lightning during the wheat harvest ([a dry season]). The result was Saul, of whom the prophets comment, "I gave you a king in My anger And took him away in My wrath" (Hosea 13:11).
Hosea 8:4
They have set up kings, but not by Me; They have appointed princes, but I did not know it. With their silver and gold they have made idols for themselves, That they might be cut off.
"America is great because America is good, and if America ever ceases to be good, America will cease to be great."
"A French philosopher who visited our shores when America was a new young nation left a similar warning. Alexis De Tocqueville said he came to the United States to learn what outstanding quality enabled a handful of people to defeat the mighty British Empire twice in 35 years. He looked for the greatness of America in her harbors and rivers, her fertile fields and boundless forests, mines and other natural resources. He studied America's schools, her Congress, and her matchless Constitution without comprehending America's power. Not, until he went into the churches of America and heard pulpits "aflame with righteousness" did he understand the secret of her genius and strength. De Tocqueville returned to France and wrote: "America is great because America is good, and if America ever ceases to be good, America will cease to be great." John Stormer, Death of a Nation, 1968
Now where there were descendants from kings in a dynasty type of situation, God would summarize the king if he "did what was right and walked after his father, David" or "did evil in the sight of the Lord and walked after the sins of Jeroboam" -- God would occasionally raise up a deliver like a Josiah, or Jehoshaphat or a Jehu -- he did the same thing with the period of the Judges when the people would groan under the oppression...
Not that He doesn't or can't intervene from time to time, but the fact is that America has free will to not only choose or reject God and Christ, but to choose its own leaders...
The fact is that a democracy has a lot of limits (checks and balances) on the individual, which is good if the people are good, which a lot of Americans are... Most citizens are not thinking in lines of what is permitted and condoned by God and the Bible -- this started when prayer and the Bible were removed from education in 1962 and 1963. I think we should pray along the lines of a deliverer -- just know that without revival, he will be very limited and the changes will be short lived. The ultimate deliverer is Jesus, which is why we look forward to and hasten the Day of His return (2 Peter 3:12), and pray that His Kingdom will come (Matt 6:9-10).
One major admission: this is not exclusive from the sovereignty that God has in situations where He knows what individuals will "vote for" or "do to" a leader: "Men of Israel, listen to this message: Jesus of Nazareth was a man certified by God to you by miracles, wonders, and signs, which God did among you through Him, as you yourselves know. He was handed over by God’s set plan and foreknowledge, and you, by the hands of the lawless, put Him to death by nailing Him to the cross. But God raised Him from the dead, releasing Him (Acts 2:22-24).
