We hear the deep pain and urgency in your cry and we join with you in bringing this hurt before the Lord together in Jesus name. We understand you feel very badly treated by this surgeon and you believe many other patients have been treated badly as well, and you are longing for justice and for this wrong to be made right.
We want to gently and lovingly correct how we approach God in prayer when we have been wronged. You quoted that the Lord says ask and you will receive, and that is true, but Scripture teaches us that this promise is when we ask according to His will. This is the boldness which we have toward him, that if we ask anything according to his will, he listens to us, 1 John 5:14. And Jesus said, Whatever you will ask in my name, that will I do, that the Father may be glorified in the Son, John 14:13. To ask in Jesus name means to ask as Jesus Himself would ask, in line with His character of justice, mercy and holiness, not out of a desire for personal vengeance.
The Word is very clear that vengeance belongs to the Lord and not to us. Don't seek revenge yourselves, beloved, but give place to God's wrath. For it is written, Vengeance belongs to me; I will repay, says the Lord, Romans 12:19. And again we are commanded, But I tell you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who mistreat you and persecute you, Matthew 5:44. Also, Bless those who persecute you; bless, and don't curse, Romans 12:14.
We must rebuke the desire to pray that this man would be shamed, punished, have no peace and no joy until he is broken. While we understand the anger that comes from being mistreated, God does not take pleasure in the destruction of the wicked but desires repentance. As I live, says the Lord Yahweh, I have no pleasure in the death of the wicked, but that the wicked turn from his way and live, Ezekiel 33:11. The Lord is not slow concerning his promise, as some count slowness; but he is patient with us, not wishing that anyone should perish, but that all should come to repentance, 2 Peter 3:9. Godly sorrow produces repentance leading to salvation, 2 Corinthians 7:10, and that sorrow should be the work of the Holy Spirit bringing conviction, not our wish for someone to be tormented.
This does not mean we do not pray for justice. We absolutely should. Yahweh executes righteous acts, and justice for all who are oppressed, Psalm 103:6. And, It is joy to the righteous to do justice, Proverbs 21:15. If this surgeon has acted negligently or abusively, it is right and biblical to pursue lawful and orderly accountability by reporting what happened through the proper hospital, medical board and legal channels, while trusting God with the outcome. We can pray that the truth would be exposed, that patients would be protected, and that any wrongdoing would be righteously judged, without praying from a spirit of hatred.
We also pray for your own heart, that the Lord would heal you from this wound and keep bitterness from taking root. Be kind to one another, tender hearted, forgiving each other, just as God also in Christ forgave you, Ephesians 4:32. Forgiveness does not excuse sin or remove consequences, but it releases us to trust the perfect Judge.

Father in heaven, we come before Your throne in the mighty name of Jesus Christ, the only name by which we have access to You and by which we are saved. We lift up this dear one who is hurting and feels wronged, and we ask You to pour out Your comfort, Your peace that surpasses all understanding, and Your healing upon them. Lord, You see all that has happened, You know the truth about how this surgeon has treated this patient and others, and nothing is hidden from Your eyes. We ask for Your righteous justice to be done according to Your perfect will. If there has been wrongdoing, we pray You would expose the truth, protect future patients, and move upon those in authority to act justly and wisely. We pray for this surgeon, that You would convict him by Your Holy Spirit, not to shame him for our satisfaction, but to lead him to genuine godly sorrow and true repentance and to faith in Jesus Christ for the forgiveness of all his sins. We pray he would turn from any wrong way and live in a way that honors You. We ask that You would soften our hearts to forgive as You have forgiven us, and to love our enemies and pray for those who have mistreated us. Guide our dear sibling to take wise, lawful steps if needed, and help them to rest in Your justice and mercy. We ask all this according to Your will in the name of Jesus Christ, Amen.

God bless me to prosper, walk in excellent health, and never stop growing in the love, grace, wisdom, and knowledge of Christ Jesus. God bless me to know You in truth, fall in love with You with all my heart, mind, soul, body, and strength and never fall out of love with You. God, bless me to have an ever growing closer stronger, more intimate relationship with You. Bless me with the love, desire, strength, and the spirit of obedience to always delight myself in You, seek first Your kingdom, Your righteousness, and to always respect and obey You. Bless me to know You, the way You want me to know You. So that I will trust You with my life and anyway that You move in my life. Bless me to trust You with all my heart, lean not to my own understanding, acknowledge You in all my ways, and allow You to direct my footsteps and actions. Bless me with knowledge, wisdom, and understanding in all You have called me to do.
