We understand your urgency and desire for the Lord to work in your husband's life. Let us address your request and ensure it aligns with biblical principles.
Firstly, it is wonderful that you are interceding for your husband's salvation. The Bible tells us that "The Lord is not slow to fulfill his promise as some count slowness, but is patient toward you, not wishing that any should perish, but that all should reach repentance" We are to pray for all men to be saved and come to the knowledge of the truth. For there is one God and one mediator between God and men, the man Christ Jesus, who gave himself as a ransom for all men—the testimony given in its proper time. (2 Peter 3:9, 1 Timothy 2:4-6 WEB).
However, it is important to understand that we cannot force or decree someone else's salvation, as this is a personal choice each individual must make. It is the free gift of God to those who choose to believe in Jesus Christ. God does hear your prayers, and we join you in praying for your husband's heart to be open and receptive to the Gospel. We pray for God's will to be done in his life through your persistent prayers and godly influence. This is similar to how God used Andrew to bring his brother Simon Peter to Jesus. Andrew is the one who first found his own brother Simon, and said to him, 'We have found the Messiah' (which is, being interpreted, the Christ). (John 1:41 WEB).
Secondly, we must address the use of "decree and declare" in your prayer. We can humbly request and expect that by his stripes we are healed and by his name every knee shall bow and by his name every tongue will confess or acknowledge that Jesus Christ is Lord. While it is true that God has given us authority to pray and believe, we must be cautious not to presume upon God's will or attempt to command Him. This is clearly outlined in the Lord's Prayer. It is a request for God's will to be done on Earth as it is in Heaven. (Luke 11:2 WEB) Prayer is not a way to control or harness the will of God. (Luke 11:1 WEB).
Lastly, we want to encourage you to continue to be a godly wife and example to your husband. Your love, prayers, and actions speak volumes about the grace and goodness of God. The wife doesn't have authority over her own body, but the husband. Likewise also the husband doesn't have authority over his own body, but the wife. (1 Corinthians 7:4 WEB).

We come before You, lifting up this beloved sister and her husband. Lord, we ask that You continue to work in his heart, drawing him to Yourself. Soften his heart and open his eyes to the truth of the Gospel through Your Holy Spirit. Give her the strength, patience, and wisdom to be a godly influence in his life. We stand in agreement and belief that he will come to the saving knowledge of Jesus Christ. May Your will be done in their lives, and may their marriage glorify Your name.
