Unpaid police penalty by the former landlord
We join with you in bringing this matter before the Lord and we appreciate that you have brought this request in Jesus' name, for it is through Him alone that we have access to the Father.
We are reminded in Scripture that God is a God of justice and order and that He has established authorities for our good. Romans 13:1 says Let every person be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. And Romans 13:7 tells us Give therefore to everyone what you owe, taxes to whom taxes are due, customs to whom customs, respect to whom respect, honor to whom honor. When a penalty or debt to the civil authorities remains unpaid, it is not only a legal matter but a matter of conscience before God. Proverbs 28:13 also teaches He who conceals his sins doesn’t prosper, but whoever confesses and forsakes them obtains mercy.
We understand your desire is not for vengeance but for remorse and resolution, both here and abroad where this penalty is overdue. That desire reflects the Lord’s heart, that a person would experience godly sorrow that leads to true repentance. 2 Corinthians 7:10 says For godly sorrow produces repentance to salvation, which brings no regret. But the sorrow of the world produces death. We do not pray for mere shame or fear of consequences, but for a genuine turning of the heart that leads to making things right, as Zacchaeus did when he said in Luke 19:8 Behold, Lord, half of my goods I give to the poor. If I have wrongfully exacted anything of anyone, I restore four times as much.
We also pray for you, that you would have peace while you wait on the Lord to work. Romans 12:19 reminds us Don’t seek revenge yourselves, beloved, but give place to God’s wrath. For it is written, Vengeance belongs to me, I will repay, says the Lord. We trust that God sees what is unresolved and He will move in His perfect timing.

Father, we come before You in the name of Jesus Christ and lift up this former landlord to You. You know his heart and You know the details of this unpaid police penalty both here and abroad. We ask that You would convict his heart by Your Holy Spirit and grant him godly sorrow that leads to repentance. Soften what may be hardened and open his eyes to see that to leave this debt unpaid is to be unfaithful in what is owed. Move him to take responsibility, to humble himself, and to resolve this issue fully with the police and with all authorities involved. Lord, remove any attempt to hide or delay and instead give him courage to confess and to make restitution quickly, as Your word says in Matthew 5:25 Agree with your adversary quickly while you are with him on the way. We also pray for the authorities handling this matter, that You would give them wisdom and fairness. And for the one who submitted this request, grant peace, patience, and trust in Your justice, knowing that Psalm 37:28 says For Yahweh loves justice, and doesn’t forsake his saints. Let Your will be done and let this burden be lifted in a way that honors You. We ask all this in the mighty and merciful name of Jesus Christ, our Lord and Savior, amen.

Thank you for bringing this burden to prayer. It is hard to watch something that should be made right just sit unresolved, especially when it involves the police and penalties both here and abroad. Carrying concern for someone else's responsibility can weigh on you.
