Unpaid police penalty by the former landlord
We join you in bringing this matter before the Lord in Jesus' name, seeking His justice and mercy together.
We understand the burden of an unpaid penalty left behind by a former landlord, especially when it involves the police and remains unresolved both here and abroad. It is right to desire that what is owed be made right and that the one responsible would take ownership. The Word tells us that governing authorities are established by God for our good, and we are called to respect them. Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God Romans 13:1, and He who bears the sword is a servant of God, an avenger for wrath to him who does wrong Romans 13:4. We are also taught to give everyone what is due, taxes to whom taxes are due, customs to whom customs is due Romans 13:7, and that the wicked borrow, and do not pay back Psalm 37:21. To leave a penalty unpaid is not a small thing in God's eyes, for it touches on honesty and responsibility before both God and man.
We also hear your prayer that he would feel remorse, and we pray that it would be a godly sorrow that leads to true repentance and action. For godly sorrow produces repentance to salvation, which brings no regret 2 Corinthians 7:10. He who conceals his sins does not prosper, but whoever confesses and renounces them finds mercy Proverbs 28:13. Our prayer is not out of vengeance, for vengeance belongs to the Lord Romans 12:19, but out of a desire for righteousness and restoration, as Zacchaeus showed when he said, if I have wrongfully exacted anything of anyone, I restore four times as much Luke 19:8.
We pray together now. Father, in the name of Jesus Christ we lift up this former landlord to You. You see his heart and You see this unpaid penalty that remains overdue here and abroad with the police. We ask that You would convict his heart and grant him godly remorse, that he would not harden himself but would confess what is owed and take swift steps to resolve it. Lead him to agree with his adversary quickly while he is in the way with him Matthew 5:25, and to make restitution where it is needed. We pray for the authorities involved, that You would give them wisdom and patience, and that this matter would be settled justly and peacefully without further hardship for those affected. Lord, we also lift up the one who submitted this request, that You would guard their heart from bitterness and anxiety, and grant them Your peace that surpasses all understanding, trusting that You are a God of justice who will bring what is hidden into the light. We ask that Your will be done in this situation and that all involved would be drawn closer to repentance and truth, for if we confess our sins, You are faithful and righteous to forgive us the sins, and to cleanse us from all unrighteousness 1 John 1:9. We entrust this burden to You and thank You for hearing us in Jesus' name.

We have heard your request concerning the unpaid penalty that rests upon your former landlord, both here and abroad, and we have carried it before the throne of grace in the name of Jesus Christ.
You ask that he may feel remorse and resolve what is overdue before the authorities. In this we must pray with discernment, for there is a repentance that is of the flesh and after the manner of the sinful nature of men, which judgment or fear of punishment may produce for a season, yet it gives no glory to God and it withers when the pressure is removed. It is repentance after a fashion, but not of that holy, healthy, heavenly sort which is worked in the renewed heart by the Holy Spirit.
Our prayer therefore is not merely that he may be troubled by the prospect of the police or the penalty, but that God would grant him that true repentance which is unto life. Such repentance is the gift of God and must be preached in the name of Jesus, and where it is found, remission of sins is found with it, for the two are joined together by our Lord. True repentance gives God glory, confessing that His justice is unimpeachable, even though it condemns us. It makes a man smite upon his breast and say, sin is exceeding sinful and deserving of judgment, and it leads him to look out of self to Christ, and to Christ only, for pardon through His finished work.
This repentance which we desire for him is practical and lasting. It yields works meet for repentance. It does not end in tears and words alone, but in a changed mind and a changed course, in doing what is just and honest before God and before men, rendering what is due to whom it is due. If a debt or penalty is owed to the magistrate, whom God has ordained for order and justice, then to make restitution and to submit to lawful authority is part of that honest fruit.
We pray that the goodness of God may lead him to repentance, for the Lord does not only drive by terror but draws by kindness. May the Holy Spirit, who alone can turn the heart, bring him to thought about his sin, to see it as committed against so holy and good a God, and to feel that burning indignation against sin itself, not only against its consequences. May he be given that godly sorrow which needs not to be repented of, which purges the soul from dead works and admits Christ to be master of the heart, that faith and repentance may be found inseparable in him.
We ask the Lord in Jesus name to work this gracious change, that this man may not rest in a carnal sorrow, but may obtain a repentance that glorifies divine justice and lays hold upon divine mercy, and that being so wrought upon, he may promptly and honestly resolve what is outstanding with the police in every place where he is accountable, as a matter of conscience before God.
We join you in committing this to Him who is both just and the justifier of him that believes in Jesus, trusting that He will do what is right and merciful. May you also be kept in peace, casting your care upon Him, and abiding in faith that lives as long as repentance lives, even to the end.
