Unpaid police penalty by the former landlord
We join you in bringing this matter before the Lord and we agree with you in asking that this former landlord would be led to do what is right and just.
We are reminded that God calls us to respect the authorities He has established and to fulfill our obligations. Rom 13:1 says Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. And Rom 13:4 reminds us that the authority is a servant of God to you for good. An unpaid penalty to the police, whether here or abroad, is not a small matter in God's eyes, for it reflects our integrity and our willingness to walk honestly before men and before Him. We also take comfort that God can soften and turn the heart, for Prov 21:1 says The king's heart is in Yahweh's hand like the watercourses. He turns it wherever he desires. If He can turn a king's heart, He can certainly bring conviction and remorse to this man.
We also hear your desire not for revenge but for repentance and resolution, and that honors the Lord. We are called to release vengeance to God and to pray even for those who have wronged us. Rom 12:19 says Don't seek revenge yourselves, beloved, but give place to God's wrath. For it is written, Vengeance belongs to me; I will repay, says the Lord. And Matt 5:44 says But I tell you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who mistreat you and persecute you. Your prayer for his remorse rather than his harm is Christlike.

We ask that You would remove any hardness or evasion from his heart and replace it with a desire for righteousness and peace. We also pray for the one who submitted this request, that You would guard their heart from bitterness or anxiety, and give them patience and trust in Your justice and timing. Let Your will be done in this situation and let it be resolved in a way that brings glory to You and restores what is lacking. We join you in bringing this matter before the throne of grace, and we do so with an earnest desire that God will be glorified in it.
You ask that the former landlord may feel remorse and make right what is overdue before the authorities, both here and abroad. This is a right and needful prayer, for Scripture teaches us to distinguish between a carnal repentance and that holy, healthy, heavenly sort which is worked in the renewed heart by the Holy Spirit. Judgment or fear of penalty may produce a repentance that is of the flesh and after the manner of sinful nature, but true repentance gives God glory. It confesses that sin is sinful, that it deserves condemnation, and it justifies the justice of God even though that justice condemns the sinner. We pray that such a repentance may be granted to this man, not a passing regret which needs itself to be repented of, but a repentance unto life, which is a true sign of the work of grace.
You speak of a landlord and of a penalty unpaid. Bear in mind that the house in which we all dwell has God for its Landlord, and we are only tenants. Our lease is short, and the Great Landlord has at all times the right to enter and to call us to account. The rent that is to be paid is not gold, but a life of obedience and honesty before Him. As we have often said, repentance is to leave the sins we loved before, and show that we in earnest grieve by doing so no more. A practical repentance will yield works meet for repentance. It will last, and it will show itself in doing what is just, in paying what is owed, and in dealing truthfully with those in authority.
We also remember that there is forgiveness with God. If the question had been left open, forgiveness or no forgiveness, where could we find it. But there is forgiveness, and it is surprising forgiveness, complete and eternal, because God Himself in love has supplied the penalty which His justice demanded. He forgave us at the first all our sins for Christ's sake, the Just for the unjust, that He might bring us to God. Yet this forgiveness is only to be obtained from God through Jesus Christ His Son, by faith and by a repentance which looks out of self to Christ and to Christ only. We cannot forgive ourselves, and no man can forgive sin against heaven, but with the Lord there is forgiveness that He may be feared.
Let us pray together.
O Lord, Thou to whom all hearts are open and from whom no secrets are hid, look in mercy upon this former landlord. Work in him by Thy Holy Spirit that godly sorrow which needeth not to be repented of. Grant him to see sin as Thou seest it, to give glory to Thy justice, and to turn from that which is wrong. Give him a true and practical repentance that will lead him to do justly and to discharge what is owed before the civil powers, both in this land and in the land abroad where the penalty remains unpaid. Restrain him from further neglect, and incline him to act honestly and promptly, that the burden may be lifted from those who are affected by it.
We ask also for Thy forgiveness for him, if he will by faith receive it, for there is forgiveness with Thee for the chief of sinners through the blood of Christ. And grant to the one who has brought this request a quiet confidence in Thy providence, knowing that Thou art the righteous Judge and the faithful Landlord who will not suffer injustice to go unnoticed, and who continuest daily to forgive Thy people and to teach them to walk uprightly. Let Thy will be done, and let Thy name be glorified in the doing of what is right.
