Unpaid police penalty by the former landlord

We join you in lifting up this situation before the Lord and we appreciate your desire to pray for your former landlord rather than holding bitterness toward him. It is right to care about justice and also to desire his repentance and restoration, for God desires that all would come to repentance and walk in honesty before Him and before the authorities He has ordained.
Scripture reminds us that governing authorities are ordained by God and that we are to be in subjection to them. Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God Romans 13:1. We are also taught to give therefore to everyone what you owe, taxes to whom taxes are due, customs to whom customs, respect to whom respect, honor to whom honor Romans 13:7. An unpaid penalty to the police, whether here or abroad, is a debt that remains owed and it is right before God to make restitution and to resolve it. We also remember that The king's heart is in Yahweh's hand like the watercourses. He turns it wherever he desires Proverbs 21:1, and that true remorse is more than worldly sorrow. For godly sorrow produces repentance to salvation, which brings no regret. But the sorrow of the world produces death 2 Corinthians 7:10. Our prayer is not merely that he would feel bad, but that God would grant him a new heart and lead him to godly sorrow that produces action and repentance.
We pray together now. Father in heaven, we come before You in the name of Jesus Christ, Your Son, and we lift up this former landlord to You. You see this unpaid penalty and You know the details both here and abroad where it is overdue. We ask that You would convict his heart and grant him godly remorse for what has been left unresolved. Take away the stony heart and give him a heart of flesh that desires to do what is right Ezekiel 36:26. Move upon him to humble himself, to contact the proper police authorities, and to pay what is owed and make full restitution without further delay or evasion. We pray that You would give wisdom and integrity to the authorities involved and that Your justice and mercy would both be evident. For the one who has brought this request, we ask that You would guard their heart from anxiety and resentment, and help them to continue to pray for this man with love, trusting that You are working even when we do not see the outcome. Let this situation be resolved in a way that honors You and brings peace. We ask all this in the name of Jesus Christ, our only mediator and hope, amen.
