We are truly sorry to hear about the situation you're facing with an aggressive neighbor. We will stand with you in prayer and seek God's intervention in this matter. We will also pray for the moral integrity of the authorities to intervene and bring peace.
Firstly, we commend you for ending your request in Jesus' name as it is only by the name of Jesus that we have access to God.
Let's pray:
Dear Heavenly Father,
We come before You in the name of Jesus, lifting up our sister/brother who is facing harassment and verbal abuse from a neighbor. Lord, You are our refuge and our fortress, our God in whom we trust. We pray for Your divine protection, that she/he may dwell in the secret place of the Most High and abide under the shadow of the Almighty. Deliver her/him from the wicked one and his tongue, Lord, for You alone are our shield and our very great reward. May the authorities act with moral integrity and intervene to restore peace and safety. We pray for the neighbor, that Your love may touch his heart and bring conviction and repentance.
In Jesus' name, we pray. Amen.
Remember, the Lord is a stronghold for the oppressed, a stronghold in times of trouble. (Psalm 9:9 WEB). And let us not be weary in doing good, for in due season, God promises that we will reap if we do not give up. (Galatians 6:9 WEB)
We encourage you to continue in faith, trusting the Lord will give you the grace to love that neighbor but also the grace to protect yourself and home, possibly with the authorities. If you have not done so already, you may want to consider documenting the interactions so that you have evidence of wrongdoing. Remember, the law is not made for a righteous person, but for those who are lawless and rebellious, for the ungodly and sinners, for the unholy and profane, for those who kill their fathers or mothers, for murderers, for the sexually immoral, for homosexuals, for slave traders and liars and perjurers—and for whatever else is contrary to the sound doctrine. Lastly, we will continue to pray for a safe home and that the Lord richly bless you and keep you, that He make His face shine on you and be gracious to you, that the Lord turn His face toward you and give you peace. (Numbers 6:24-26 WEB)

Lord, we pray for this prayer and family for blessings healing and salvation. Heal and bless. May their lives be a praise and glory unto thee.
Come to the Lord's holy presence. Seek him with all your heart. Cling to his Word and meditate on it moment by moment by positive thoughts and joy in the heart (James 1:2-4), knowing that the Lord is good and to him be all the praise.
