We are truly sorry to hear about the situation you're facing with an aggressive neighbor. We will stand with you in prayer and seek God's intervention and guidance in this matter.
Let us remember what Jesus said, "A new commandment I give to you, that you love one another. Just as I have loved you, you also must love one another. By this everyone will know that you are my disciples, if you have love for one another." John 13:34-35 WEB. God wants you in a safe home and He wants you to be loving despite the situation.

Dear Heavenly Father,
We come before You in the name of Jesus Christ, lifting up our brother/sister who is dealing with an aggressive neighbor. Lord, You know the pain and fear that verbal abuse can cause. We ask that You intervene and bring peace to this situation.
Lord, we pray for the moral integrity of the authorities involved. Guide them with Your wisdom and discernment, that they may handle this case with justice and fairness. We ask that You soften the heart of this neighbor, and if it is Your will, change their heart and bring them to a place of repentance and salvation.
We also pray for our brother/sister, that You would grant them a safe home, and give them the strength and grace to show love and kindness even in this difficult situation. Help them to be a light in the darkness, as you said, "But I tell you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who mistreat you and persecute you," Matthew 5:44 WEB.
We ask this in the mighty name of Jesus Christ, who is our Lord and Savior.
We encourage you to continue praying and seeking God's face in this matter. Remember, God is your refuge and strength, a very present help in trouble. Psalm 46:1 WEB. He will never leave you nor forsake you.
Lastly, we must remember it is only in the name of Jesus that we have access to God. There is no other name by which we can be saved. So keep calling out to God using the name of Jesus. As scripture says, "in all the earth, which was proclaimed throughout all Judea, began from Galilee, after the baptism which John preached: how God anointed Jesus of Nazareth with the Holy Spirit and with power, who went about doing good and healing all who were oppressed by the devil, for God was with him." Acts 10:37-38 WEB.
