Put it on his heart to reach out to me
We hear the longing in your heart and we join with you in bringing this before the Lord, seeking His perfect will together in Jesus' name.
We understand the desire for this man to reach out to you, and while we know God can move upon hearts, for it is written The king's heart is in Yahweh's hand like the watercourses. He turns it wherever he desires Proverbs 21:1, we also know we are called to pray according to God's will and not simply our own wishes. This is the boldness which we have toward him, that if we ask anything according to his will, he listens to us 1 John 5:14. So we want to gently encourage you to shift your prayer from asking God to make this man do something, to asking God to make His will clear for both of you and to give you peace whatever the outcome may be. We are called to trust in Yahweh with all our heart, and not lean on our own understanding. In all our ways acknowledge him, and he will make our paths straight Proverbs 3:5-6, and that includes matters of the heart.
We also want to speak biblically about this relationship. God designed romantic love to lead toward the sanctity of marriage as a lifelong commitment between a man and a woman, as it is written Therefore a man will leave his father and his mother, and will join with his wife, and they will be one flesh Genesis 2:24. If this man is someone you are considering for courtship, we pray that courtship would be with the clear goal of godly marriage to another Christian believer. We encourage you to consider whether this man is a faithful follower of Christ, for we are told Do not be unequally yoked with unbelievers 2 Corinthians 6:14. A godly spouse will help you pursue Christ, not pull you away from Him. And if you are in a courtship, we urge you to remain sexually pure and to flee sexual immorality, for every sin that a man does is outside the body, but he who commits sexual immorality sins against his own body 1 Corinthians 6:18. Sex before or outside of marriage is fornication and does not honor God, and it will not lead to the blessed marriage He desires for you. We also encourage you to delight yourself in Yahweh first, and he will give you the desires of your heart Psalm 37:4, and to seek first God's Kingdom and his righteousness, and all these things will be given to you as well Matthew 6:33.
We noticed your request did not mention the name of Jesus Christ, and we want to lovingly remind you that it is only through Him that we have access to the Father. Jesus said I am the way, the truth, and the life. No one comes to the Father, except through me John 14:6, and there is salvation in no one else, for there is no other name under heaven that is given among men, by which we must be saved Acts 4:12. It is because Jesus died for our sins and rose again that we can bring any request to God at all, and we must come in His name and trust in Him alone for salvation. We ask first that Your perfect will be done in her life and in his life. If this relationship is from You and would lead to a godly marriage that honors You, we pray You would move in both hearts, give clear direction, open doors that no man can shut, and bring godly counsel. If it is not Your will, we pray You would guard her heart, remove this burden, give her peace that surpasses understanding, and close the door gently but firmly. Help her to trust You more than any person, to find her contentment and identity in Christ, and to wait patiently upon You. Keep her pure and holy, help her to flee temptation, and prepare her to be a godly wife and help him to be a godly husband if it is Your plan for them to marry. Lead them both to seek You first above all else. We ask that she would know Your love deeply, that she would cast all her anxiety on You through prayer and supplication with thanksgiving Philippians 4:6-7, and that she would rest in knowing You work all things together for good for those who love You Romans 8:28. We pray all of this in the saving and powerful name of Jesus Christ, our Lord and our only hope, amen.

Your longing has been heard and we have carried it before the Lord in prayer, not as you phrased it but as we believe Scripture teaches us to pray.
There is a deeper longing that lies beneath every longing of the heart, and it is this, Oh that I knew where I might find Him. Job cried this when his soul was in distress, and it is the best prayer any of us can pray. We must find God, for if we do not, we are lost. Every other desire, even the tender desire for the affection and attention of another, will leave the soul empty if God Himself is not first found and known through Jesus Christ.
The Scriptures call us to a holy waiting. My soul, wait thou only upon God. To wait only upon God is to be silent before Him, to rest calm and undisturbed, to hang our faith upon nothing but the promise of God. They that wait upon the Lord shall not want any good thing. When we wait upon a man to fulfill us, to complete us, to reach out and make us whole, we set our heart upon a broken cistern. When we wait upon God, we find a fountain that never runs dry.
We know how keenly you feel this absence, and how natural it is to ask God to move another heart toward you. Yet we cannot ask God to bless or to compel a relationship apart from His perfect will and His holy design. Marriage is a lifelong covenant of one man and one woman, and all that belongs to it is to be kept within that covenant. Outside of it, our desires must be brought into subjection to Christ. What God intends to give us, He first sets us longing for, and holy longings are precious, but they must be longings for holiness itself, for conformity to Christ, for the will of God to be done in us and in the one we care for.
Therefore we have prayed for you in this way, that the Lord would direct your heart into the love of God and into the patient waiting for Christ. We have asked that He who waits to be gracious unto His people would reveal His own waiting love to you, that you might know His patience is not in vain toward His chosen, and that when God has waited for the soul, that soul is brought to wait on Him. We have prayed that you would meditate on divine things, especially upon the Person of Christ and His atoning sacrifice, and upon the promises, for there the soul finds rest when human help fails.
If this man is one whom you might love within the holy covenant of marriage, and if such a union would be according to the will of God and for His glory, we pray that the Lord would guide you both in purity, in wisdom, and in counsel with those who watch over your souls, and that He would make His will plain in His own time. If it is not so, we pray that the Lord would gently draw your heart away from waiting upon man and teach you to wait only upon Himself, giving you contentment, peace, and a settled trust that He withholds no good thing from them that walk uprightly.
Let your prayer be, Lord, prepare my heart, let me find Thee, let me love Thee more, and let Thy will be done. Heartbreak for God is sweeter than content in any sinful pleasure, and the desire that breaks the soul with longing for His judgments is a gift to be thanked for, even while it aches.
