Good and Faithful Servant
The Auditor-General's Office (AGO) has released its report for the financial year 2025/26, raising 136 audit findings across government ministries, statutory boards and government-owned companies. The most significant, 29 in all, span contract management, grant administration, revenue collection and IT security. The Housing and Development Board may have overpaid a car park contractor S$9.7 million for enforcement work not performed, while a Ministry of Health development project saw tenders called before approval and S$147.96 million in savings left undeclared for more than seven years. A separate thematic audit of S$2.62 billion in training grants managed by SkillsFuture Singapore and Workforce Singapore uncovered ineligible disbursements and possible gaming by companies. Several agencies, including the Ministry of Education, the Ministry of Defence and the Intellectual Property Office of Singapore, reported possible falsified documents to the police.
 
We come before the Lord with heavy hearts as we lift up the serious concerns raised in the Auditor-General’s report. The mismanagement of public funds, failures in contract oversight, and potential fraud within government agencies grieve us deeply, for these are not merely administrative errors, they represent a breach of trust with the people and a misuse of resources that belong to God’s stewards. Scripture warns us, "Moreover it is required of stewards that they be found faithful" (1 Corinthians 4:2 WEB). When those entrusted with leadership falter in integrity, the consequences ripple through society, affecting the vulnerable and dishonoring the Lord’s name.

We rebuke the spirit of greed, negligence, and deception that has crept into these institutions. The overpayments, undeclared savings, and falsified documents are not just financial discrepancies, they are symptoms of a heart condition that prioritizes self-interest over righteousness. Jesus Himself declared, "No one can serve two masters, for either he will hate the one and love the other; or else he will be devoted to one and despise the other. You cannot serve both God and Mammon" (Matthew 6:24 WEB). We pray that those in authority would recognize the weight of their calling and turn from any compromise with unrighteousness.

Lord, we ask for Your justice to prevail in these matters. Expose every hidden act of wrongdoing, and let truth be the foundation upon which these agencies rebuild. We pray for the Auditor-General’s Office, that their work would be empowered by Your wisdom and that their findings would lead to genuine repentance and reform. Raise up leaders who fear You more than they fear man, who will govern with transparency, humility, and accountability. "When the righteous thrive, the people rejoice; but when the wicked rule, the people groan" (Proverbs 29:2 WEB).

We also lift up the citizens affected by these failures, the taxpayers, the beneficiaries of grants, and those who rely on these services. Comfort them in their frustration, and let them see Your hand at work even in the midst of human failure. May this moment be a turning point where integrity is restored, and public trust is renewed.

Father, we declare that no institution is beyond Your redemption. We bind the spirit of corruption and loose the spirit of excellence and faithfulness over every ministry, board, and agency mentioned in this report. Let Your light shine in the darkness, and may those who have erred be given the grace to repent and make restitution. We pray this in the mighty name of Jesus Christ, the ultimate standard of truth and righteousness, for there is no other name by which we can approach You or find salvation (Acts 4:12). Amen.

It is encouraging to see someone bring the detailed findings of a national audit before the Lord in prayer, not with cynicism, but with a heart that cares about how public funds are managed and wants to see what is true and right come to light. When large sums go missing or processes get manipulated, the damage goes beyond money. Real people end up paying for it, and trust in institutions erodes. But God sees every hidden figure, every careless shortcut, and every dishonest document. None of it escapes His notice, and He uses even the work of auditors to uncover what needs to be addressed. That work is a gift worth praying for.

A practical step we can take together is to continue asking God to give Singapore’s leaders and public servants the courage to act on these findings, not just to correct isolated errors, but to strengthen the systems so that integrity becomes the norm, not the exception. And we can remember to lift up the staff of the Auditor‑General’s Office, who carry a heavy responsibility in the public interest, often under pressure.

Let’s pray:

Lord Jesus, we bring before You the audit findings that have come to light in Singapore’s government ministries and boards. We thank You that hidden things are being uncovered. Grant wisdom and steady resolve to those who must respond, that they do so with honesty and a genuine desire to put things right. Protect the work of those reviewing contracts, grants, and IT security, and help them persevere. We ask for repentance where individuals have falsified documents or gamed the system, and for a renewed commitment to serve the people with integrity. In Your name we pray, Amen.
 
Let us bring all this before the mercy-seat, for these audit findings are no mere errors in accounting but outbreaks of that deep-seated corruption which dwells within the heart of man. The overpayments, the undeclared millions, the ineligible disbursements, the gaming of grants, the suspected falsifications, these are sins against the God who seeth in secret and who requireth truth in the inward parts. They are done in the body politic, yet they spring from individual souls that have forgotten the eyes of the Almighty.

It is not enough that such things be discovered and regretted. There is a repentance after a fashion that may be produced by the terror of being found out, a repentance of the flesh which is not the work of the Holy Spirit. The thunders of an Auditor-General’s report, like the hailstones of Revelation, may wring a sorrow from the natural man, but flesh repenting is still flesh, and tendeth to corruption. A sinner may weep and tremble because his fraud is exposed, yet never give glory to the justice of God. But true repentance, that which is “unto life”, says, “Against thee, thee only, have I sinned, and done this evil in thy sight: that thou mightest be justified when thou speakest, and be clear when thou judgest.” It is a repentance that not only hates the consequence but the sin itself, because it is sin against so holy and gracious a God. It makes a rainbow with tears of grief and glances of hope at the cross of Christ.

Therefore let us pray that this report may be the means of leading many to such repentance. The goodness of God leadeth thee to repentance; He doth not drive as a slaveholder, but draweth with the cords of a man. Even this uncovering is a mercy, a call to halt before a greater judgment falls. It is the goodness of God that these things are brought to light now, while space for turning yet remains. O that the parties involved might see in it the hand of a gracious Father, bidding them to make restitution, to amend their ways, and to flee to Christ for pardon.

Preach in thy prayers that repentance and remission of sins are yoked together in Christ’s name. Repentance is not a preparation which a man worketh up in himself; it is the gift of God, and it ever looketh away from self to the finished work of Jesus. Let none think to balance the books of his conscience by mere reformation or the passing of earthly censure. No column of amended figures can cancel the debt of sin. Only the blood of Jesus Christ cleanseth from all unrighteousness. But where there is a godly sorrow that abhorreth the sin because it smites the heart of love divine, there is full and free forgiveness, the heart is broken in pieces, and the pieces belong to the Saviour.

Pray, then, that this sorrow may be practical and lasting. True repentance yields works meet for repentance. It will not let the overpaid millions rest in the treasury of the wrongdoer; it will not leave the false document unconfronted. It will break the images of greed and cut down the groves of deceit in every ministry and board, as Hezekiah’s people did after their own awakening. It endureth as long as faith endureth, and it goeth with a man even to the gates of glory. Pray that the fear of God may so fall upon all who handle public trust that they shall serve with integrity, knowing they serve the Lord Christ. And while thou intercedest for them, examine thine own soul, for repentance is the daily companion of the believer, a sweetness we shall scarce regret to part with even at the gate of pearl.

Heal Me Lord Jesus Spirit, Soul, And Body

 
The accounts you bring before God reveal a sickness that is old as man: the love of money, the root of all evils, which reduces public treasuries to clay cast out in the yard. Do not let your soul be troubled as though something strange were happening. In every age, courts of justice sit among men, and yet God’s justice is not asleep. Is there such regard for accounting in houses and market-places, and shall He who ordains these things make no inquiry? His righteousness is as the mountains; His eye sees every hidden fraud, every false document, every perversion of what is just.

But hear this: if strict justice alone prevailed, we should all have perished from the beginning. The Lord mingles mercy with justice, teaching us to show consideration even while we suffer wrong. What then should you do? Avoid the tumults of public indignation and the idle talk of the marketplace, which profit nothing. Retire into the chamber of your heart and pray with quietness, for a vessel free from confusion sails with a fair wind. Ask not that God would merely punish the offenders, but that He would grant them repentance and the knowledge of the truth. For it would be a terrible thing to gain the whole treasury of this world and lose one’s own soul.

And examine yourself. Do you fight for clay as if it were your true wealth? If the world were yours and someone took it, ought you to pay great attention? Our house is heaven. Let this report drive you to lay hold of what is indeed secure, and with the wisdom that sits at home, counsel those around you to look beyond these fleeting losses. Commend all to God’s unfailing judgment, trusting that in His time He will bring to light the hidden things and render to each according to his works.
 
When government reports lay bare failures like these, it stirs a deep restlessness in the soul. Overpayments to contractors for work never done, savings left undeclared for years, grant money distributed without oversight, even documents falsified and handed to the police, these things expose what Scripture has long shown us. Man, left to his own devices, cannot rule over others with the integrity and justice that God requires. Where judgment and equity should prevail, self-interest and deceit too often take their place. The problem is not merely administrative. It is spiritual. It springs from hearts that have traded trust in the living God for trust in emptiness and schemes.

And yet, God tells us not to respond with panic or contempt. The authority that every official holds is, in some mysterious way, permitted by Him. We are called to pray, not to seethe. Even when the system groans under the weight of its own corruption, we are to bring these things before the throne of Him who will one day set all accounts right. Pray that those who have acted dishonestly will be found out and brought to repentance. Pray for the men and women who still labor to do good within these structures, that their integrity would not be worn down. And pray for those in the highest offices, that the fear of God would fall on them, because every ruler will give an answer to the One whose government will never end.

The early believers lived under a system far more oppressive and dishonest than anything we face. They submitted where conscience allowed, but they never mistook Caesar’s kingdom for Christ’s. They paid taxes, honored the emperor, and prayed for those in authority, yet they refused to call any man Lord except Jesus. We do the same. Our ultimate hope does not sit in any legislature or audit chamber. It sits on a throne, and of the increase of His government and peace there will be no end. When He returns, judgment and justice will be the foundation of everything. No hidden ledger, no fraudulent claim, no convenient amnesia will escape His light. That day is coming, and it is nearer than we think.

In the meantime, let these revelations work something in us as well. It is easy to cry out for justice in the halls of power while neglecting integrity in our own homes, our own dealings. David, a man who ruled imperfectly but understood accountability, prayed, "Let integrity and uprightness preserve me, for I wait on Thee." He knew that before we can long for a clean government, we must walk in cleanness ourselves. We settle our own accounts. We refuse the little falsifications, the subtle deceptions that seem harmless. We choose to live under the government of light and life as we submit to the lordship of Christ, rather than under the government of death and darkness ruled by our own appetites.

So bring these 136 findings before the Lord. Ask Him to let truth walk out of every shadowed corridor, to restrain the evil that would destroy a nation from within, and to raise up leaders who will rule in justice under His fear. And while you pray, rest your heart here: the King whose shoulder bears the ultimate government will not fail. His zeal will perform it. Your own feet can stand in a level place as you walk in integrity and wait on Him. That is the posture of a people who know that salvation, and true justice, belongs to God alone.
