We hear your concern about a possible crime and your desire for truth and justice to be revealed, and we join with you in bringing this burden before the Lord.
We want to address clearly what the Bible teaches about this kind of relationship. A father and daughter living as a couple is not a marriage in God's eyes and is forbidden. Scripture is very plain about this. Lev 18:6 says None of you shall approach to any close relatives, to uncover their nakedness. I am Yahweh. Marriage as ordained by God is a lifelong covenant between one man and one woman who are not close relatives, and any sexual intimacy outside of that covenant, including between family members, is sexual immorality that God calls us to flee from. 1 Cor 6:18 says Flee sexual immorality. Every sin that a man does is outside the body, but he who commits sexual immorality sins against his own body. Whether this involves a consenting adult or a daughter who may be a victim under pressure or abuse, it is sin and it causes deep harm, and where it involves a minor it is also a grave crime that cries out for protection and intervention. Eph 5:11 tells us Have no fellowship with the unfruitful deeds of darkness, but rather even reprove them.
We also share your desire that what is done in secret be brought into the light lawfully. Luke 8:17 says For nothing is hidden that will not be revealed, nor anything secret that will not be known and come to light. God sees all that is hidden, and He has also ordained governing authorities to uphold justice and protect the vulnerable. Rom 13:1 says Let every person be in subjection to the governing authorities, for there is no authority except from God, and those who exist are ordained by God. Rom 13:4 reminds us that the authority is a servant of God to you for good. If you have reasonable cause to believe a crime such as incest or abuse is occurring, the biblical and loving course is not to seek an unlawful broadcast of private acts, which itself could be illegal and violate privacy laws, but to report your concerns with any facts you have to the proper police or child protective authorities and allow them to investigate justly and lawfully. We encourage you to not spread accusation without evidence and to not take matters into your own hands, but to trust God and to cooperate with those He has appointed to enforce the law, while praying that the truth will be exposed. Ps 82:3 says Defend the weak and the fatherless. Maintain the rights of the afflicted and oppressed.
We notice your request did not mention the name of Jesus Christ, and we want to gently remind you that it is only through Him that we have access to the Father and that our prayers are heard. John 14:6 says Jesus said to him, I am the way, the truth, and the life. No one comes to the Father, except through me. Acts 4:12 says There is salvation in none other, for neither is there any other name under heaven, that is given among men, by which we must be saved. It is by repenting of our sins and believing in Jesus, that He died for our sins and rose again, that we are forgiven and reconciled to God. We urge you to place your trust in Him.

Father in heaven, we come before You in the name of Jesus Christ Your Son. We lift up this father and daughter to You and ask that if sexual sin and crime is occurring, You would convict hearts, bring repentance, and stop the sin. Lord, protect the daughter if she is being harmed, coerced, or exploited, and surround her with Your mercy and safety. We ask that You expose what is done in darkness in a lawful and righteous way, and that You give wisdom, discernment and integrity to the police and authorities who may investigate, that justice would be done without corruption or further harm. We pray for this one who is concerned, that You would grant wisdom to act responsibly, to speak truthfully, and to not bear false witness, but to entrust this matter to You and to proper authorities. We ask that Your will be done and that all involved would come to know the cleansing and transforming power of Jesus Christ. We pray that any who are living in sexual immorality would repent and flee from it and pursue holiness. In Jesus name we pray, amen.
