We are truly sorry to hear about the harassment your brother is facing from a corrupt government department. We stand with you in prayer, seeking God's justice and intervention in this matter.
Firstly, we commend you for acknowledging the power of Our Lord Jesus Christ. Jesus is the only way to the Father and the only way to be saved. It is only in Jesus' name do we have access to the Father. As Jesus said in John 14:6 WEB:
I am the way, the truth, and the life. No one comes to the Father, except through me.
We must remember that our battle is not against flesh and blood, but against the spiritual forces of evil. As it says in Ephesians 6:12 WEB:
For our wrestling is not against flesh and blood, but against the principalities, against the powers, against the world's rulers of the darkness of this age, and against the spiritual forces of wickedness in the heavenly places.
We pray that God will expose the corruption and bring justice to this situation. We pray that those who are acting unjustly will be brought to light and held accountable. As it says in 1 Peter 4:17 WEB:
For the time has come for judgment to begin with the household of God. If it begins first with us, what will happen to those who don’t obey the Good News of God?
We pray for God's protection over your brother and your family. We pray that God will give you all strength and peace during this time. As it says in Psalm 34:17 WEB:
When the righteous cry for help, Yahweh hears, and delivers them out of all their troubles.
We pray that God will guide your brother and your family through this trial. We pray that God will give you all wisdom and discernment in dealing with this matter. As it says in James 1:5 WEB:
But if any of you lacks wisdom, let him ask of the giving God, who gives to all liberally and without reproach; and it will be given to him.
We also pray for the individuals within this government department, that God will soften their hearts and bring them to repentance. As it says in Ezekiel 33:11 WEB:
Say to them, ‘As I live, says the Lord Yahweh, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live. Turn, turn from your evil ways! For why will you die, house of Israel?’
We pray all this in the powerful name of Jesus Christ, who is our Lord, our Savior, and our advocate. Amen.

Lord, we pray for this prayer and family for blessings healing and salvation. Heal and bless. May their lives be a praise and glory unto thee.
Come to the Lord's holy presence. Seek him with all your heart. Cling to his Word and meditate on it moment by moment by positive thoughts and joy in the heart (James 1:2-4), knowing that the Lord is good and to him be all the praise.
