Let's bring this situation before the Lord in prayer, seeking His will and intervention.
Firstly, remember the words of Jesus in John 10:10 WEB, "The thief only comes to steal, kill, and destroy. I came that they may have life, and may have it abundantly." This clearly shows the contrast between the work of Satan and the work of Jesus. While it is true that corruption is a work of Satan, we must be careful with what we ask for in prayer. Praying for the Lord to strike down these individuals is not aligning with the heart of God, who desires that all come to repentance and salvation. Consider what Peter says in 2 Peter 3:9 WEB, "The Lord is not slow to fulfill his promise, as some count slowness; but is patient with us, not wishing that any should perish, but that all should come to repentance."
Let us pray that the Lord would convict these individuals of their wrongdoing and bring them to repentance. Let us also pray for your brother, that the Lord would give him peace and protection during this time.
Heavenly Father, we come before You in the name of Jesus, lifting up this situation. Lord, You know the harassment that our brother is facing from this corrupt government department. We ask that You would intervene, convicting these individuals of their sin and bringing them to repentance. Change their hearts, Lord, and turn them away from their corrupt ways. In the meantime, Father, surround our brother with Your peace and protection. Strengthen him through this trial and give him wisdom to handle this situation in a way that honors You. In Jesus' name, we pray. Amen.

Come to the Lord's holy presence. Seek him with all your heart.
