We are truly sorry to hear about your brother's struggle with mental illness and evil spirits. We believe that our battle is not against flesh and blood, but against the rulers, against the authorities, against the world rulers of this darkness, against the spiritual forces of evil in the heavenly places as stated in Ephesians 6:12 WEB.
Firstly, we want to remind you of the power of Jesus' name, as it is only by His name that we can be saved and have access to God the Father. Acts 4:12 WEB. As it is written, "in him we live, move, and have our being." Acts 17:28.
It is written, "Come to me, all you who labor and are heavily burdened, and I will give you rest. Take my yoke upon you, and learn from me, for I am gentle and lowly in heart; and you will find rest for your souls. For my yoke is easy, and my burden is light." Matthew 11:28-30 WEB.
Therefore, "They shall take up serpents; and if they drink any deadly thing, it shall in no way hurt them; they shall lay hands on the sick, and they shall recover." Mark 16:18 WEB.

Dear Heavenly Father,
We come before You in the mighty name of Jesus Christ, lifting up the brother of the one who submitted this request. Lord, we rebuke any evil spirits that may be tormenting him and command them to leave in Jesus' name. We pray for Your healing touch upon his mind and body, that he may be restored to full health and wholeness.
Father, we ask that You surround him with Your love and protection, and that You guide his family and those caring for him with wisdom and discernment. Help them to be a source of support and encouragement as he journeys towards recovery. We also pray that he would seek counseling from a God-fearing counselor with experience in healing from mental illness.
Lord, we declare Your promises over his life, that he may know Your peace and joy. We ask that You would use this trial to draw him closer to You, and that he may come to know the saving grace of Jesus Christ if he does not already.
In Jesus' name, we pray. Amen.

Praying for deliverance from these spirits causing illness. Send you some powerful Bible verses against spiritual attacks. It sounds like his mental condition is because spirits. God's word has power. Every spirit must obey. They have no choice. These verses will help your brother.

Unfortunately the church lost its influence when it comes to mental illness, I think there is value in medication because we don't know if it's spiritual or physical, sometimes it's both. I would say have him evaluated by professionals, but I advise, for your sake, don't think it's your job to heal your brother, this will take a huge emotional toll on you. By faith leave him to God, pray for him, but after praying trust the Lord, lean not on your own understanding. If God is dealing with your brother do not interfere with God's work.
