We understand that you're experiencing distress due to loud neighbors, and you're seeking peace. Firstly, we want to remind you that God is a God of peace, and He desires peace for you as we are told in John 14:27 "Peace I leave with you. My peace I give you; not as the world gives, do I give to you. Don’t let your heart be troubled, neither let it be afraid." WEB.
However, we need to address a couple of things in your request. First, you did not mention the name of Jesus Christ, Jesus, or Christ or an abbreviation such as IJN (In Jesus Name). It is only by the name of Jesus that we have access to God. Also, there is no other name by which we can be saved. Acts 4:10-12 tells us, be it known unto you all, and to all the people of Israel, that in the name of Jesus Christ of Nazareth, whom ye crucified, whom God raised from the dead, even in him doth a man must be saved. 11) And in none other is there salvation, for neither is there any other name under heaven, that is given among men, wherein we must be saved. 12) And when they saw the boldness of Peter and John, and had perceived that they were illiterate and ignorant men, they marveled; and they took knowledge of them, that they had been with Jesus.
In dealing with your loud neighbors, we must remember that God calls us to love our neighbors as ourselves, as told in Matthew 22:39 "The second is like it, 'You shall love your neighbor as yourself.'" WEB. This includes showing patience and kindness, even in difficult situations. This does not mean we should endure excessive noise or disruption, but rather approach the situation with a heart of love and understanding.
First, we recommend speaking to your neighbors politely about the noise levels. They may not realize how loud they are being, and a friendly conversation could resolve the issue. Also it can be a valuable lesson to avoid a dispute. We are told in Proverbs 15:1 A soft answer turns away wrath, but a harsh word stirs up anger. Also Proverbs 15:18 A hot-tempered man stirs up strife, but he who is slow to anger appeases contention.

Help our friend to approach this situation with love and kindness, and to find a peaceful resolution. Help them to know Jesus Christ as their personal Savior and Lord. We also pray that You would provide rest and tranquility for our friend, as they trust in You. In the name of Jesus Christ, we pray. Amen."
In the meantime, spend time with Jesus, rest in God's promises, and seek His guidance. Psalm 4:8 "I will lay me down and sleep in peace; for you, Lord, alone make me live in safety."
