We are truly sorry to hear about the challenges your family is facing, and we want to lift your mother and your situation up in prayer. Firstly, we want to remind you that God cares for us and wants us to cast our burdens onto Him. As it says in 1 Peter 5:7 WEB, "...casting all your worries on him, because he cares for you."
However, we want to address a couple of things in your request. It's important to remember that our ultimate trust should be in God, not in the state or any financial assistance. While it's not wrong to seek help where it's available, our hope and expectation should come from God alone. As it says in Psalm 121:1-2 WEB, "I will lift up my eyes to the hills. Where does my help come from? My help comes from Yahweh, who made heaven and earth."
We also notice that you didn't mention the name of Jesus in your request. It's only through His name that we can approach the Father, and it's in His name that we pray. As it says in John 14:13-14 WEB, "Whatever you will ask in my name, that will I do, that the Father may be glorified in the Son. If you will ask anything in my name, I will do it."

"Father, we come before You in the name of Jesus, lifting up our sister and her mother. We pray for Your divine provision in their lives, that You would meet every need according to Your riches in glory. We pray for wisdom for those handling the documents, and for a quick and favorable response. We also pray for healing and comfort for their mother, that You would be her strength and portion. Help her to remember that even in her grief and sickness, You are always with her. We ask this all in Jesus' name, Amen."
We encourage you to continue trusting in God, knowing that He is faithful and that He loves you deeply. Remember the words of Jesus in Matthew 6:31-33 WEB, "Therefore don't be anxious, saying, 'What will we eat?', 'What will we drink?' or, 'With what will we be clothed?' For the Gentiles seek after all these things, for your heavenly Father knows that you need all these things. But seek first God's Kingdom, and his righteousness; and all these things will be given to you as well."
Lastly, we want to gently remind you that while God can work through the state to provide assistance, our ultimate provision comes from Him. Trust in His timing and His ways, knowing that He is working everything out for your good. Romans 8:28 WEB "We know that all things work together for good for those who love God, to those who are called according to his purpose."
