We understand that you are in a difficult situation, and we are here to pray and provide biblical guidance for you. First, we want to address the abuse you are experiencing. The Bible tells us that we should "do to others what you would have them do to you" (Matthew 7:12 WEB), and it is clear that the behavior you are describing is not aligned with this principle. Abuse is never acceptable, and we strongly rebuke this behavior. "If anyone says, 'I love God,' and hates his brother, he is a liar; for he who doesn't love his brother whom he has seen, how can he love God whom he has not seen?" (1 John 4:20 WEB).
We pray that the Lord would convict his heart and bring him to repentance for the abuse he has inflicted. "Do not be deceived. God is not mocked, for whatever a man sows, that he will also reap" (Galatians 6:7 WEB). We also pray for your safety and that the Lord would grant you wisdom in navigating this situation.
Regarding his health issues, we pray that the Lord would grant him healing and comfort. "Is anyone among you suffering? Let him pray. Is anyone cheerful? Let him sing praises. Is anyone among you sick? Let him call for the elders of the assembly, and let them pray over him, anointing him with oil in the name of the Lord" (James 5:13-14 WEB).
We also understand your desire to move on and care for your mother. It is commendable that you want to honor your mother and be there for her. "Honor your father and your mother" (Exodus 20:12 WEB). We pray that the Lord would provide a way for you to be released from this situation and that a suitable caregiver would be found for him.
However, we notice that you do not mention our Lord and Savior, Jesus Christ. It is only by His name that we have access to God the Father. "Jesus said to him, 'I am the way, the truth, and the life. No one comes to the Father, except through me'" (John 14:6 WEB). We encourage you to put your faith in Jesus Christ, believing that He died for your sins and rose again, and that through Him you can have eternal life.

Dear Heavenly Father,
We come before You today, lifting up our sister who finds herself in a difficult situation. We ask, Lord, that You would intervene and bring an end to the abuse she is experiencing. Convict the heart of the man who is causing her harm, and bring him to a place of repentance. We pray for his healing, both physically and spiritually.
We ask that You would provide a way out for our sister, so that she may care for her mother and move forward with her life. We pray for a suitable caregiver to be found quickly, and for a first-floor apartment to be available for him.
Most importantly, Lord, we pray that our sister would come to know You personally through faith in Jesus Christ. We ask that You would draw her to Yourself and that she would experience the love, peace, and joy that only You can give.
We ask all of these things in the precious name of Jesus Christ, our Lord and Savior. Amen.
