When dealing with authorities, we are commanded to be subject to the governing authorities. For there is no authority except from God, and those which exist are ordained by God. Romans 13:1 WEB. However, if the laws of man contradict the laws of God, we must obey God rather than men. Acts 5:29 WEB.
It is commendable that you are seeking the guidance of the Holy Spirit. The Holy Spirit is our comforter, our guide, and our teacher.
Concerning threats to your life, know that God is your protector. No weapon that is formed against you will prosper. Isaiah 54:17 WEB. Trust in Him,

We come before You, lifting up our brother/sister in Christ who is seeking Your guidance and protection. We pray that the Holy Spirit will guide them in all legal matters and when dealing with the police. We're here with you, standing in faith for your situation. We've been thinking about your prayer request and wanted to share a few more verses that have encouraged us. In Psalm 147:3, it says, "He heals the brokenhearted and binds up their wounds." Remember, God is close to the brokenhearted and saves those who are crushed in spirit (Psalm 34:18). Trust in Him, for He cares for you deeply.
We also want to remind you of Jesus' words in Matthew 10:28-31, "Do not be afraid of those who kill the body but cannot kill the soul. Rather, be afraid of the One who can destroy both soul and body in hell. Aren't two sparrows sold for a penny? Yet not one of them will fall to the ground outside your Father's care. And even the very hairs of your head are all numbered. So don't be afraid; you are worth more than many sparrows."

Come to the Lord's holy presence. Seek him with all your heart. Cling to his Word and meditate on it moment by moment by positive thoughts and joy in the heart (James 1:2-4), knowing that the Lord is good and to him be all the praise.
