We hear the pain in your request and we stand with you before the Lord, for to be targeted horribly for years despite sincere efforts for peace is a heavy and exhausting burden. We commend you for seeking peace, for that desire honors God, and we want to lift you up together in Jesus' name.
The Lord sees what has been done to you and He is your refuge and defender. As it is written, The righteous cry, and Yahweh hears, and delivers them out of all their troubles Psalm 34:17, and also God is our refuge and strength, a very present help in trouble Psalm 46:1. We are called to pursue peace as far as it depends on us, for the Word says If it is possible, as much as it is up to you, be at peace with all men Romans 12:18. You have done that, and when peace is refused by the other person, it is not a failure on your part. At the same time we are taught not to carry vengeance in our own hearts, for it is written Don't seek revenge yourselves, beloved, but give place to God's wrath. For it is written, Vengeance belongs to me, I will repay, says the Lord Romans 12:19, and Jesus Himself calls us to a higher posture when He says But I tell you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who mistreat you and persecute you Matthew 5:44. That does not mean we must remain without boundaries or allow continued harm, but it means we release the judgment and the outcome to God and ask Him to guard our hearts from bitterness while He guards our lives.

It is only through Jesus that we have access to the Father, for Jesus said to him, I am the way, the truth, and the life. Lord, we ask for Your divine protection and deliverance. Place a hedge around Your child and let no weapon formed against them prosper. If it is Your will, remove this person from their life, or remove their influence and ability to cause harm, and bring a season of peace and rest. We pray also for that other person, that You would convict their heart, bring them to repentance, and cause them to turn from harmful ways. Heal our friend's heart from the wounds of these years, guard them from bitterness, fill them with Your peace that surpasses understanding, and give them wisdom for healthy boundaries. Lead them to godly counsel, to trusted pastors or mature believers, and to proper help or authorities if this targeting involves threats or harassment, for You have given us wisdom to seek help and not to walk alone. Let them dwell in the shelter of the Most High and rest in Your shadow, for You are their refuge and fortress Psalm 91:1-2. We hear how exhausting this has been for you, carrying this targeting for years and still trying to make peace when nothing seems to change. It makes sense you would feel worn down and want relief.
We have been praying for you to have both protection and clarity in this. One thing that has helped many people in a long situation like this is thinking about boundaries as a kind of property line. They help us know what is ours to carry and what is not, and they preserve freedom in relationships. That can include being able to let a yes be yes and a no be no, even when we still care about peace.
When efforts to keep peace on your own have not helped, it often helps to not carry it alone. It could be a next step to bring one or two wise, trusted people into this with you, like a pastor, counselor, or mature friend, to help you sort out what healthy limits look like here. Together you could decide what contact is necessary and what is not, how you will respond when the targeting happens, and who you will turn to for support. Speaking the truth in love and at times stepping back from a harmful dynamic, with others standing with you, can make those limits more sustainable.
Father, we lift this dear one to You who sees all these years of hurt. We ask for Your protection, for wisdom for each next decision, and for peace that guards the heart. Give guidance to those supporting them and make a way toward safety and rest. In Jesus' name, Amen.

Your request has been heard and we have carried it before the throne of grace with earnest prayer. To be targeted and pursued for years, even when you have made efforts for peace, is a heavy trial, and we do not take it lightly.
We have prayed that the God of peace Himself would be your refuge and defender. He is the God of peace who justifies His people through the blood of the everlasting covenant and who brought again from the dead our Lord Jesus, that through Him we might have peace with God. That peace with God is the fountain, and peace in the conscience is the crystal stream which issues from it, and it is a peace which the world cannot give and cannot take away.
We have asked the Lord to set a boundary about you and to restrain the hand of the one who has so long troubled you. If it be His wise and holy will, we have prayed that He would remove this person from having power to harm you, or remove you from the place of wounding, and grant you wisdom to take such lawful and quiet steps as may be needful for your safety, even as you continue to seek peace as far as it depends upon you. We have prayed also that He would keep your heart from bitterness, and keep you from that false peace which cries peace, peace where there is no peace, and give you instead that true and well founded peace which is found in believing.
Remember the promise, You will keep him in perfect peace, whose mind is stayed on You, because he trusts in You. This perfect peace is not the absence of trouble, but the presence of Christ in the midst of it. He is our peace, not our own strivings or tears, but He Himself, through His precious blood which has made full atonement. The peace He leaves with His people is His own peace, calm and unruffled, even when sorrows surge round. Bear your sorrow with Him, stay your mind upon Him, and you shall find that to do the will of Jesus is rest.
We pray that the Lord will bless you with this peace which passes all understanding, that He will guard your heart and mind through Christ Jesus, that He will vindicate the cause of the oppressed and bring either repentance or restraint to the one who has pursued you, and that He will in His own time cause earths struggles to cease and bring you into still deeper enjoyment of that peace which is already yours in Him.
May the God of peace be with you, keep you day and night, and cause His peace to be like a river flowing from His throne into your soul, till He calls you to Heavens perfect peace. Amen.
