Irritating whistling again, tv noise

Please pray that this person who is on the balcony in the next building will stop whistling, it's sooo irritating and I suppose it's some mental issues. Demons want to torture me through him and my neighbours started to watch very loud TV again. Lord, when will I have peace in my life, always some kind of struggle? I want to have communion with the Lord!

Please no other distractions like noise of cars or smell of gasoline under my balcony and in my apartment!!
